Explanation
This ordinance authorizes the Director of Finance and Management to establish a blanket purchase order for the purchase of Laboratory Supplies for use by the Division of Sewerage and Drainage. These supplies are used by the laboratories at the Wastewater Treatment Plants, Pretreatment and Surveillance Laboratory to conduct various tests and samples. The funding from this legislation is for the Surveillance Laboratory. Items required will be obtained in accordance with an established Universal Term Contract with Thomas Scientific. The current contract FL005351 expires on May 30, 2014 and Central Purchasing is in the process of extending this contract for an additional year.

WHEREAS, the Purchasing Office has established a Universal Term Contract FL005351 for the purchase of Laboratory Supplies which expires May 30, 2014 and Central Purchasing is in the process of extending this contract for an additional year, and
WHEREAS, these supplies are used by the laboratories at the Wastewater Treatment Plants, Pretreatment and Surveillance Laboratory to conduct various tests and samples, and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage to authorize the Director of Finance and Management to establish a blanket purchase order in accordance with the terms and conditions of an existing Universal Term Contract to obtain Laboratory Supplies for the preservation of public health, peace, property, safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE City of Columbus:
Section 1. That the Director of Finance and Management be and is hereby authorized to establish a blanket purchase order for Laboratory Supplies from an established Universal Term Contract with Thomas Scientific for use by the Division of Sewerage and Drainage.
Section 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
Section 3. That the purpose of paying the cost thereof, the expenditure of $52,000.00 or so much thereof as may be needed, is hereby authorized from the Sewerage System Operating Fund, Fund No. 650, as follows to pay the cost thereof:
