Explanation

 

Background:  This ordinance will enable the Director of Recreation and Parks to accept a grant in the amount of $11,928.57 from the Franklin County Board of Commissioners (dba: Franklin County Senior Options) for funding to support the 2016 50+ Fitness Program.   

 

Emergency Justification:  An emergency exists in that it is immediately necessary to apply for and accept the grant from the Franklin County Board of Commissioners (dba: Franklin County Senior Options).  After the grant has been applied for and accepted, the Director has to enter into an agreement and the financial transaction has to be posted in the City's accounting system immediately. 

 

Fiscal Impact: The fiscal impact of this ordinance will be to reduce the Recreation and Parks Grant Fund's unappropriated balance by $11,928.57.

Body

 

WHEREAS, the Franklin County Board of Commissioners, dba Franklin County Senior Options, acceped applications to support the 50+ Fitness Programs at various multi-generational recreation centers; and

 

WHEREAS, the City of Columbus, Recreation and Parks Department, was awarded a grant to support the 50+  Fitness Programs at various multi-generational recreation centers; and

 

WHEREAS, this grant will enable the department to purchase various pieces of fitness equipment and partner with other health and wellness organizations in order to educate our older citizens so they are able to maintain healthy lifestyles and be in better positions to make sound choices in their lives; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to apply for and accept the grant and enter into a grant agreement with Franklin County Senior Options to allow the financial transaction to be posted in the City's accounting system immediately; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks be and is hereby authorized and directed to apply for and accept a grant in the amount of $11,928.57 and enter into a grant agreement with the Franklin County Board of Commissioners, dba Franklin County Senior Options, to support the 50+ Fitness Programs.

 

SECTION 2.  That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2016, the sum of $11,928.57 is appropriated in Fund 2283 Recreation & Parks Grant Fund in Object Class 02 Materials and Supplies per the account codes in the attachment to this ordinance.  2016 Health/Wellness Program, Grant No. to be assigned by City Auditor.  Appropriation effective upon receipt of executed grant agreement.

 

SECTION 3.  That the monies in the foregoing Section 4 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4.  At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City Match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 5.  Funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
