Explanation
 
1.  BACKGROUND
This ordinance authorizes the Director of Public Service to modify a service agreement with the City of New Albany for snow and ice removal service for the 2013-2014 snow season.
 
On November 19, 2013, the City of New Albany and the City of Columbus, through its Department of Public Service, executed an agreement under which New Albany would plow Columbus roadways and Columbus would reimburse New Albany at their cost.  The agreement amount was $19,500.00.
 
The 2013-2014 snow season brought more snow than years past and the total cost to New Albany to service the streets under the agreement is $20,187.20.  Hence, an additional $687.20 is due to New Albany.

2.  FISCAL IMPACT:
Funds in the amount of $687.20 are available for this project in the Municipal Motor Vehicle License Tax Fund within the Department of Public Service.
 
3. EMERGENCY DESIGNATION
Emergency action is requested to provide the City of New Albany for services provided.

WHEREAS, the City of Columbus and City of New Albany executed an agreement under which New Albany would plow Columbus roadways and Columbus would reimburse New Albany at their cost; and
 
WHEREAS, 2013-2014 snow season brought more snow than years past and the total cost to New Albany to service the streets under the agreement is $20,187.20; and
 
WHEREAS, this ordinance authorizes the Director of Public Service to modify a service agreement with the City of New Albany for snow and ice removal services for the 2013-2014 snow season; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that this contract modification should be authorized immediately so that New Albany can be reimbursed in a timely manner so as to meet community commitments, thereby preserving the public health, peace, property, safety and welfare; now, therefore
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Director of Public Service is hereby authorized to modify a service agreement with the City of New Albany for snow removal services for the 2013-2014 snow season.
 
SECTION 2.  That for the purpose of paying the cost of this contribution agreement the sum of up to $687.20 or so much thereof as may be needed, is hereby authorized to be expended from the Municipal Motor Vehicle License Tax Fund:

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.
 
SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
 
SECTION 5.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.
 
SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
