Explanation
BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with General Temperature Control, Inc. for the JPWWTP SCB HVAC Unit H25 Replacement, 650265-100112. This is a contract for the complete HVAC removal and replacement of the Jackson Pike Wastewater Treatment Plant SCB HVAC UNIT H25. Work under this project consists of replacement of the SCB Building HVAC unit 25, and other such work as may be necessary to complete the contract, in accordance with the drawings, technical specifications, and City of Columbus Construction and Material Specifications as set forth in this Invitation For Bid (IFB).

PROJECT TIMELINE: All work shall be substantially complete within 300 (three hundred) calendar days of the Notice to Proceed, with final completion to occur within 330 (three hundred thirty) calendar days.
PROCUREMENT INFORMATION: The Division advertised for competitive bids submission for the subject services on the City's Vendor Services website and in the City Bulletin in accordance with the overall provisions of Chapter 329 of the Columbus City Code. The Division of Sewerage and Drainage received three (3) bids on December 15, 2021 from the following companies:

ECONOMIC / ENVIRONMENTAL IMPACT: Many of the HVAC & air purification units are approaching the end of their useful life and are becoming increasingly difficult to repair and maintain. A DOSD replacement program was developed under CIP 650265-100100. Replacement of failing HVAC & air purification units will provide proper environmental controls for essential process equipment, electrical equipment, furnishings, structures and documents. The replacement units will help to extend the useful life of the building and all equipment inside and inhibit deterioration.

FISCAL IMPACT: This legislation authorizes the transfer within of $340,800.00 and expenditure of up to $340,800.00, which includes $2,000.00 for Prevailing Wage fees from the Sanitary Sewer General Obligation Bond Fund 6109 and amends the 2021 Capital Improvements Budget.

WHEREAS, the Division of Sewerage and Drainage advertised for competitive bids for HVAC removal and replacement for the JPWWTP SCB HVAC UNIT H25 Replacement Project, 650265-100112, three (3) bids were received; and
WHEREAS, it was determined that General Temperature Control Inc. should be awarded the project based on the results of the Bid Tabulation and Quality Factor Form evaluation; and
WHEREAS, it is necessary to authorize the transfer within and the expenditure of up to $340,800.00 from the Sanitary Sewer General Obligation Bond Fund, Fund 6109; and
WHEREAS, $2,000.00 of the project cost is for Prevailing Wage Services to the Department of Public Service; and
WHEREAS, it is necessary to authorize the amendment to the 2021 Capital Improvements Budget to provide sufficient budget authority; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage, to authorize the Director to enter into a construction contract with General Temperature Control, Inc., for the JPWWTP SCB HVAC UNIT H25 Replacement, 650265-100112, for the immediate preservation of the public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1: That the Director of Public Utilities is hereby authorized to enter into a construction contract with General Temperature Control, Inc., 970 W. Walnut St. Canal Winchester, OH 43110 for the JPWWTP SCB HVAC UNIT H25 Replacement, 650265-100112, in accordance with the terms and conditions of the contract on file in the Office of the Division of Sewerage and Drainage.
SECTION 2. That the transfer of $340,800.00 is hereby authorized in the Sanitary Sewer General Obligation Bond Fund 6109 per the accounting codes attached to this ordinance.
SECTION 3. That the expenditure of up to $338,800.00 or as may be needed, plus $2,000.00 for Prevailing Wage fees, is hereby authorized per the accounting codes in the attachment to this ordinance.
SECTION 4. That the 2021 Capital Improvements Budget is hereby amended per the accounting codes attached to this ordinance.
SECTION 5. That the said firm, General Temperature Control, Inc., shall perform the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.
SECTION 6. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.
SECTION 7. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 8. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts of contract modifications associated with this ordinance.
SECTION 9. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 10. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
