Explanation
BACKGROUND: The Columbus Health Department has maintained a revenue contract with the Franklin County Department of Job and Family Services for over a decade. The Community Health Division desires to continue this relationship and their efforts to provide services to the elderly, disabled or chronically ill individuals, women of childbearing age, and young children at risk for child abuse and neglect. This contract is for the period July 1, 2003 through June 30, 2004.
Emergency action is requested to avoid delays in the receipt of funds from Franklin County Department of Job and Family Services.
FISCAL IMPACT: Under this contract, Franklin County Department of Job and Family Services will purchase home visiting services in an amount not to exceed $516,537. Monies received from this contract will be deposited into the Health Deposits Fund, Fund No. 308.

To authorize the Board of Health to enter into a revenue contract with the Franklin County Department of Job and Family Services for the provision of home visiting services to their Title XX Program, in an amount not to exceed $516,537.00, and to declare an emergency. ($516,537)
Body
WHEREAS, the Franklin County Department of Job and Family Services has a need for home health services for their Title XX Program; and,
WHEREAS, the City's Community Health Division wishes to continue their efforts to provide needed home health services; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to enter into a revenue contract with Franklin County Department of Job and Family Services for the preservation of the public health, peace, property, safety, and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized and directed to enter into a revenue contract with the Franklin County Department of Job and Family Services for their Title XX Program, in an amount not to exceed $516,537.00, for the period July 1, 2003 through June 30, 2004.
SECTION 2. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
