Explanation
 
BACKGROUND:  This legislation authorizes the Director of the Department of Development to enter into contracts of various social service agencies throughout Central Ohio for the provision of services for a twelve-month period. The total amount of these contracts is $3,038,087.00 $2,552,768.00.
 
This ordinance represents programs to be funded following the Department of Development's application process. The legislation targets those social service agencies that will provide help to families and households through access to self-sufficiency, information and referral, services to new populations, school resources, health services, child care, legal assistance and material assistance.  In addition, the city supports programs and activities so that the greater population is assured access to information, technical and other community assistance. These programs include childcare and housing referral, emergency services, literacy initiatives, community mediation, and planning activities.  This funding will allow the process to continue.
 
This ordinance is an emergency due to these agencies accruing program expenses associated with operations.
 
FISCAL IMPACT: In 2007, a total of $3,479,433.00 has been allocated to fund social service programs through the General Fund.
 
 
Title
 
To authorize the Director of the Department of Development to enter into contracts with various social service agencies for the provision of program services; to authorize the expenditure of $3,038,087.00 $2,552,768.00 from the General Fund; and to declare an emergency. Body
 
WHEREAS, the Director of the Department of Development desires to enter into contracts with various social service agencies for the continued provision of social services; and
 
WHEREAS, these programs include, but are not limited to, youth services, resettlement programs, housing referral, intervention activities, information and referral efforts, community mediation, resource centers and neighborhood activities; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to modify the contracts of various social service agencies all for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.      That the Director of the Department of Development be and is hereby authorized to enter into contracts with the various agencies as listed in Section 3 for a one year period and for the contract amounts as indicated.
 
Section 2.      That these contracts are made pursuant to Section 329.15 of the Columbus City Codes, 1959, as amended.
 
Section 3.       That for the purpose as stated in Section 1, the expenditure of $3,038,087.00 $2,552,768.00, or so much thereof as may be necessary, be and is hereby authorized to be expended from the General Fund, Department of Development, Department No. 44-05, Fund 010, Object Level One 03, Object Level Three 3337, OCA Code 440280, as follows:

Section 4.        That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
