Explanation

 

Need: The Division of Police, Department of Public Safety, needs to purchase furnishings for the new lease building that will house division personnel from the Internal Affairs Bureau and from the Accident Investigative Unit.

The goal is to expedite these purchases so the facility will be fully functional when police personnel move into the offices. It should be noted that once construction is completed and the city accepts; lease payments will begin even if the units do not physically occupy the space. Therefore it is important to complete the furnishings purchase without delay.

 

Bid Information: All purchases of furnishings will be in compliance with City Purchasing guidelines. All items will be competitive bid unless an existing Universal Term Contract is in place with the Purchasing Office.

 

Contract Compliance: N/A

 

FISCAL IMPACT:

 

Funding source for these purchases have been identified in Fund 430, SIT Funds.

 

Emergency Designation: Since the completion and occupancy of the new IAB/AIS building will be completed in the first quarter of 2006, emergency legislation is requested so the furnishings will be in place before personnel move in.

 

 

Title

 

To authorize and direct the Director of Finance and Management to enter into contracts for furnishing for the new IAB/AIS building, to authorize the expenditure and the appropriation of $400,000.00 from the SIT fund for the Division of Police; and to declare an emergency. ($400,000.00)

 

 

 

 

Body

 

WHEREAS, the Division of Police, Department of Public Safety, needs to purchase furnishings for the new IAB/AIS building; and

 

WHEREAS, all purchases of furnishings will be in compliance with competitive bid practices as set forth in the City code; and

 

WHEREAS, the funding source for this purchase will come from the SIT Fund #430; and

 

WHEREAS, an emergency exists in the usual daily operations of the Division of Police in that it is immediately necessary to authorize the Director of Finance and Management to enter into various contracts for the purchase of furnishings for the Division of Police, IAB/AIS building, thereby preserving the public health, peace, property, safety, and welfare; now therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1. That the Director of Finance and Management be and is hereby authorized to expend funds for the purchase of various furnishings for the Division of Police IAB/AIS building.

 

Section 2. That for the purpose stated in Section 1, the sum of $400,000 is hereby appropriated from the unappropriated balance of the Special Income Tax Fund No. 430, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purchase during the fiscal year ending December 31, 2005, to the Department of Public Safety, Dept./Div. No. 30-03, Objct Level One 10, Object Level Three, 2140, OCA 430599. 

 

Section 3. That City Council recognized that this ordinance does not identify the vendor/contractor with whom the contract will be awarded. City Council understands that by adopting this ordinance the final decision regarding the lowest best responsive and responsible bidder for such contract is being left to the determination of the Director of Finance and Management. Due to timing factors City Council is satisfied that it is in the best interests of the City to both authorize and delegate that final contracting decision to the Director of Finance and Management.

 

Section 4. That all purchases will be in compliance with competitive bid practices as set forth in the City code.

 

Section 5.  That the expenditure of $400,000 from the Safety Department, Division No. 30-03, Fund to be determined by the City Auditor,OCA Code 430599, Object Level One 02, Object Level Three 2140 is hereby authorized.

 

Section 6. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
