Explanation

 

BACKGROUND: This legislation authorizes the Director of Development to enter into a capital improvement grant agreement with the Ohio History Society, Inc., a non-profit organization, doing business as (DBA) Ohio History Connection, in an amount up to $1,266,571.25, to complete construction on exterior and interior preservation and renovation, as well as, site work and landscaping for Poindexter Village.

 

Columbus City Council, per Ordinance Number 2761-2017, on October 30, 2017, authorized the Director of Development to enter into a contract, in an amount of $1,100,000.00, with the Ohio History Connection, for the acquisition, stabilization and rehabilitation of the two Poindexter Village site buildings.   The purpose of the acquisition, stabilization and rehabilitation was to create exhibits and programming at the site that promote the history and story of the residents.  Subsequently, Columbus City Council, per Ordinance Number 2612-2022, on October 10, 2022, authorized the Director of Development to enter into a grant agreement in an amount up to $1,400,000,00 with the Ohio Historical Society, dba, Ohio History Connection for Phase 2 of the Poindexter Village Project.  The agreement ended on December 31, 2024.  Columbus City Council, per ordinance number 3402-2024, on December 16, 2024, amended the agreement to extend the agreement end date to December 31, 2025 instead of December 31, 2024.  The amended agreement was not executed prior to December 31, 2024.      

 

This capital improvement grant agreement will allow the Ohio History Society, Inc. to complete construction on exterior and interior preservation and renovation, as well as, site work and landscaping for Poindexter Village.  This agreement will also allow for the reimbursement of expenses incurred prior to the execution of the purchase order, starting January 1, 2025, and authorize the advancement of funds on a predetermined schedule.

 

FISCAL IMPACT:  Funding is available in the 2024 Capital Improvement Budget with an amendment to match cash.  

 

CONTRACT COMPLIANCE:  The vendor number is 006096 and contract compliance expires on 10/13/2025.

WHEREAS, Columbus City Council, per Ordinance Number 2761-2017, on October 30, 2017, authorized the Director of Development to enter into a grant agreement, in an amount of $1,100,000.00, with the Ohio Historical Society, Inc., dba, Ohio History Connection, to provide a capital grant supporting construction on exterior and interior preservation and renovation, as well as, site work and landscaping for Poindexter Village; and

 

WHEREAS, Columbus City Council, per Ordinance Number 2612-2022, on October 10, 2022, authorized the Director of Development to enter into a grant agreement in an amount up to $1,400,000,00 with the Ohio Historical Society, dba, Ohio History Connection for Phase 2 of the Poindexter Village Project; and

 

WHEREAS, Columbus City Council, per ordinance number 3402-2024 on December 16, 2024, amended the agreement to extend the agreement end date to December 31, 2025 instead of December 31, 2024; and

 

WHEREAS, the amended agreement was not executed prior to December 31, 2024 and the agreement ended; and      

 

WHEREAS, it is necessary to authorize the reimbursement of expenses incurred prior to the execution of the purchase order, starting January 1, 2025, and authorize the advancement of funds on a predetermined schedule; and

 

WHEREAS, an amendment to the 2024 Capital Improvement Budget is needed to establish sufficient authority for this project; and

 

WHEREAS, it is necessary to authorize the appropriation and expenditure of $1,266,571.25 from the Northland and Other Acquisitions Bond Fund; and

 

WHEREAS, the City of Columbus would like to continue support of the Poindexter Village project and therefore enter into a grant agreement in an amount up to $1,266,571.25, to continue Phase 2 of the project:   NOW THEREFORE,   

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

 

SECTION 1.  That the Director of the Department of Development is authorized to enter into a grant agreement, in an amount up to $1,266,571.25, with the Ohio History Society, Inc., dba, Ohio History Connection, to complete the construction on exterior and interior preservation and renovation, as well as, site work and landscaping for Poindexter. This agreement will also allow for the reimbursement of expenses incurred prior to the execution of the purchase order, starting January 1, 2025, and authorize the advancement of funds on a predetermined schedule.

 

SECTION 2. That the 2024 Capital Improvement Budget authorized by Ordinance No. 1907-2024 be and is hereby amended to provide sufficient budget authority for the expenditure as follows:

SECTION 3. That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2025, the sum of $1,266,571.25 is appropriated in Fund 7735 (Northland and Other Acquisitions Bond Fund), Project P590418-100000, Dept. 44-01 (Administration), in Object Class 06 (Capital Outlay) per the account codes in the attachment to this ordinance.

 

SECTION 4.  That for the purpose as stated in Section 1, the expenditure of $1,266,571.25 or so much thereto as may be necessary is hereby authorized in fund 7735 (Northland and Other Acquisitions Bond Fund), Project P590418-100000, Dept. 44-01 (Administration), in Object Class 06 (Capital Outlay) per the accounting codes attached to this ordinance.

 

SECTION 5. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 6.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 8. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
