Explanation
BACKGROUND:
This ordinance authorizes the Franklin County Municipal Court Judges to extend the year-four contract for one month, ending 8/31/26, and to allocate additional funds for security guard services in the Municipal Court building at 375 S. High St. with US Protection Service LLC DBA Royce US Protection Service. The contract expires on 7/31/26, but due to the extended recess of city council, we will not be able to process the legislation for the new contract until August.
Formal bid RFP022058 was completed and closed on June 28, 2022. The year one hourly rate is $28.80; year two hourly rate is $30.40; year three hourly rate is $32.00; and year four hourly rate is $33.60.
There were 74 vendors solicited. There were 1 - EBE and 2 - MBE vendors. There were three responses and one award.

This ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of the Columbus City Codes relating to contract modifications and renewals.
1. Amount of additional funds: Total amount of additional funds needed for this modification No. 7 is $35,000. Total contract amount including this modification is $2,730,000.00.
2. Reason additional funds were not foreseen: There was no plan to extend the contract past the 4th year.
3. Reason other procurement processes were not used: We are in the process of bidding the service for the next four years. Due to City Council taking recess in July we will not be able to complete legislation for an August 1 start date.
4. How was cost determined: The cost is in accordance with the hourly rate that we are currently paying the vendor.

EMERGENCY LEGISLATION is requested to ensure the continuation of the security guard services until city council returns from recess.
FISCAL IMPACT: Funding for this expenditure, $35,000, is budgeted and available within the 2026 general fund budget.
Title
To authorize the Municipal Court Judges, through the Administrative and Presiding Judge, to extend the four-year contract with US Protection Service LLC for the provision of security guard services in the Municipal Court Building by one month, and to authorize the expenditure of $35,000.00 from the General Fund, and to declare an emergency. ($35,000.00).
Body
WHEREAS, the continuation of security services in the Municipal Court building is imperative for the safety and well-being of the building employees and the general public; and
WHEREAS, the Franklin County Municipal Court Judges desire to extend the four-year contract with US Protection Service LLC for security guard services in the Municipal Court building by one month to 8/31/26; and
WHEREAS, this ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of the Columbus City Codes; and
WHEREAS, an emergency exists in the usual daily operation of the Franklin County Municipal Court Judges to authorize the Administrative and Presiding Judge to modify said contract and authorize expenditures with US Protection Service LLC, so as to continue uninterrupted services in the provision of contractual security guard services within the Municipal Court building, all for the immediate preservation of the public health, peace, propety, safety, and welfare; and now therefore;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Franklin County Municipal Court Judges, through the Administrative and Presiding Judge, be and is hereby authorized to extend the four-year contract between the Franklin County Municipal Court Judges and US Protection Service LLC, for the provision of contractual security guard services in the Municipal Court building for one month ending 8/31/26 and to add additional funding of $35,000.00 to cover payment for services during the extended term.
SECTION 2. That this modification is in accordance with the relevant provisions of Chapter 329 of the Columbus City Codes.
SECTION 3. That the expenditure of $35,000 through August 31, 2026, or so much thereof as may be necessary, is authorized to be expended from the general fund, to pay the costs thereof.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
