Explanation

 

BACKGROUND:  This ordinance authorizes the Director of the Department of Public Safety, on behalf of the Division of Police and the Division of Support Services, to enter into a contract with Brakefire Inc., DBA Silco Fire Protection Company, to upgrade the existing security features and infrastructure for 800 MHz tower sites as well as other Department of Public Safety locations such as the Police Property Room and Crime Lab.  This upgrade will involve the installation of new equipment at Public Safety facilities, and will also allow the monitoring of these locations to be conducted by the 911 Emergency Communication Center (911 ECC), in the event that personnel would need to be dispatched to these facilities in a timely manner. 

 

Bid Information:  The Department of Public Safety requests to waive the competitive bid provisions of the Columbus City Code as permitted by City Code Section 329.15, and enter into a contract to upgrade the current security system and infrastructure with this vendor due to their familiarity and knowledge of existing security systems in the City's public safety facilities. Silco is the current vendor for the maintenance and repairs of existing security systems in Public Safety.

 

Contract Compliance: 

Brakefire Inc., DBA Silco Fire Protection Company - Vendor# 004157- Contract Compliance Number # CC-004157 expires on 03/31/2025.

 

EMERGENCY DESIGNATION:  This ordinance is considered to be an emergency measure to allow for the immediate funding to upgrade the existing security system and infrastructure to assure that various safety facilities will be monitored by the 911 Emergency Communication Center.

 

FISCAL IMPACT:  This ordinance authorizes the expenditure of $98,625.00 with Silco to upgrade existing security systems in selected Public Safety facilitiesFunds for this purchase are budgeted within Public Safety’s Capital Improvement Budget. 

 

Title

DBA Silco Fire Protection Company, to upgrade the existing security system infrastructure for various Public Safety locations; to waive the competitive bidding provisions of the City Code; to authorize an expenditure of $98,625.00 from Public Safety's Capital Improvement Budget; and to declare an emergency. ($98,625.00).

 

Body

WHEREAS, the Department of Public Safety, Division of Police and Division of Support Services, needs to upgrade existing security system and infrastructure for various Division of Police and Division of Support Services locations; and,

 

WHEREAS, the existing system is through Brakefire Inc. DBA Silco Fire Protection Company and this upgrade will replace end of life equipment and will also allow monitoring to be conducted from the Emergency Communication Center; and,

 

WHEREAS, it is in the City’s best interest to waive the competitive bidding provisions of City Code to enter into contract with Brakefire Inc. to upgrade the security system and infrastructure for various Safety facilities due to their knowledge of the current facilities and security infrastructure, and

 

WHEREAS, an emergency exists in the usual daily operation of  the Department of Public Safety, Divisions of Police and Support Services, in that it is immediately necessary to authorize the Public Safety Director to enter into contract with Brakefire Inc. DBA Silco Fire Protection Company to upgrade existing, sensitive security systems and infrastructure required for the protection of critical Public Safety facilities; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Safety be, and is hereby, authorized to enter into contract with Brakefire Inc. DBA Silco Fire Protection Company ("Contractor") to upgrade existing, sensitive security systems and infrastructure required for the protection of critical Public Safety facilities and infrastructure within various Division of Police and Division of Support Services locations.

 

SECTION 2.  That the expenditure of $98,625.00, or so much thereof as may be necessary for Contractor to provide the equipment and services in regard to the action authorized in SECTION 1, is authorized within fund 7701 (Safety GO Bond Fund), P330021-100000 per the accounting codes in the attachment to this Ordinance.

 

SECTION 3.  That this Council finds it in the best interest of the City to waive the competitive bidding provisions of Chapter 329 of the City Code for the upgrade of the existing security system and infrastructure for various Safety facilities as provided herein.

 

SECTION 4.  That the funds necessary to carry out the purpose of this Ordinance are deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 6.  That the City Auditor is authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 7.  That for the reasons stated in the preamble hereto, which is made a part hereof, this Ordinance is hereby declared and emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
