Explanation
Background: This ordinance authorizes the Director of Public Safety, on behalf of the Division of Police, to modify all contracts and agreements with Enforcement Video LLC dba WatchGuard Video, which has undergone an acquisition by Motorola Solutions, LLC, by assigning past, present and future contracts and agreements to Motorola Solutions, Inc.
A check was issued to Enforcement Video LLC dba WatchGuard Video on June 25, 2025. It was recently learned that the company had been acquired by Motorola Solutions, Inc., that the lockbox for WatchGuard Video had been closed, and that the company was unable to access/deposit the check. Therefore, this Ordinance authorizes the assignment of all past, present and future business done by the Division of Police with Enforcement Video LLC dba WatchGuard Video, FID #11-3717781, Vendor #017898, to be reassigned to Motorola Solutions, Inc., FID #36-1115800.

Emergency Designation: This ordinance is being submitted as an emergency to allow for warrant # 641268 to be reissued prior to year end close.

WHEREAS, the Division of Fire previously entered into a contract with Enforcement Video LLC dba WatchGuard Video for the purchase of extended wear cameras, ethernet transfer stations, and external batteries; and
WHEREAS, Enforcement Video dba WatchGuard Video has been acquired and is now a part of Motorola Solutions, Inc.,; and
WHEREAS, the lockbox for WatchGuard Video has been closed, and Motorola Solutions, Inc. is unable to access/deposit the check that was issued to WatchGuard Video; and
WHEREAS, this Ordinance authorizes the assignment of all past, present and future business done by the Division of Police with Enforcement Video LLC dba WatchGuard Video, FID #11-3717781, Vendor #017898, to be reassigned to Motorola Solutions, Inc., FID #36-1115800; and
WHEREAS, Warrant # 641268 will be reissued to Motorola Solutions, Inc. per the Stop Payment/Reissue Request Form submitted by the vendor; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Police in that it is immediately necessary to assign all contracts with Enforcement Video LLC dba WatchGuard Video to Motorola Solutions, Inc. to allow for the reissuance of a check that the vendor is unable to access or deposit, for the immediate preservation of the public health, peace, property, welfare and safety; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS;
SECTION 1. That the Director of the Department of Public Safety, on behalf of the Division of Police be and is hereby authorized to modify all past, present and future contracts and agreements pursuant to those contracts to reflect the change of company name and FID number from Enforcement Video LLC dba WatchGuard Video, FID #11-3717781, to Motorola Solutions, Inc., FID #36-1115800.
SECTION 2. That this modification is in accordance with the pertinent provisions of Chapter 329 of the Columbus City Codes.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
