Explanation

Background:

This legislation will authorize the expenditure of up to $3,666,668.00 to increase various contracts for the provision of PASSPORT home care and Assisted Living services for older adults in Central Ohio.

 

Ordinance No. 1396-2020, passed July 30, 2020, authorized various PASSPORT and Assisted Living contracts for a two-year period beginning July 1, 2020 through June 30, 2022 in accordance with grant requirements. This ordinance authorizes additional funding for the first year of said contracts per the attached contract list.

 

Additional grant funds are being made available to the Central Ohio Area Agency on Aging from the Ohio Department of Aging for the period July 1, 2020 through June 30, 2021.

 

EMERGENCY DESIGNATION:  Emergency action is requested in order to meet the conditions of the grant so that providers can be paid within 30 days of providing service, and so that services can continue until June 30, 2021 without interruption.

 

Fiscal Impact:

$3,666,668.00 in funds has been made available to the Recreation and Parks grant fund. $3,666,668.00 is required and budgeted from the Recreation and Parts Grant Fund to meet the financial obligation for the first year of said contracts.

Body

WHEREAS, PASSPORT (Pre-Admission Screening System Providing Options and Resources Today) is a Medicaid funded program that provides home care services as an alternative to nursing home admission and currently serves 8,000 individuals; and

 

WHEREAS, there are four hundred and forty-six (446) PASSPORT and assisted living agencies that provide services to older adults in accordance to the Ohio Department of Aging contracting requirements; and

 

WHEREAS, it is necessary to authorize the expenditure of $3,666,668.00 to provide PASSPORT home care and Assisted Living services for older adults in Central Ohio for the first year of a two-year period beginning July 1, 2020 through June 30, 2021; and

 

WHEREAS, the funds to enter into said contracts have been made available from the Ohio Department of Aging; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into said contracts so there is no interruption of Medicaid funded services for PASSPORT and Assisted Living clients, thereby preserving the public health, peace, property, safety and welfare; NOW, THERFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the expenditure of $3,666,668.00 or so much thereof as may be necessary, and is hereby authorized from and within Recreation and Parks Grant Fund No. 2286, per the accounting codes in the attachment to this ordinance.

 

SECTION 2.  That the Director of Recreation and Parks is authorized to increase various contracts for the provision of PASSPORT home care and Assisted Living services for older adults in Central Ohio.

 

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

 

SECTION 4.  That the monies in the foregoing Section 1 shall be paid upon the order of the Director of Recreation and Parks; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes same.
