BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a professional services contract for Morse/Hamilton Booster Station, Contract No. 1062, C.I.P. No. 690480 in conjunction with the 2005 Capital Improvement Program for the Division of Water. In accordance with the provisions of Chapter 329.11, of the Columbus City Codes 1959, Request For Statement of Qualifications for ten (10) projects were received and reviewed from thirty-nine (39) engineering firms. The following three (3) firms were selected as finalists for this project and they submitted technical proposals by the June 18, 2004 deadline:

BBS Corporation
URS Corporation
The proposals were judged on their technical merits by a point system. Based on the evaluations of the Selection Committee, Woolpert, LLP was selected. The Division of Water does not have sufficient personnel to prepare the plans and specifications to complete this project in a timely manner. It is necessary to obtain the services of a consulting engineer so that the plans and specifications can be developed to facilitate the construction of this component of the Capital Improvement Program. The professional services authorized by this legislation are for the design portion of this project. A contract modification with Woolpert, LLP will be requested for construction administration required during the construction phase of this project.

FISCAL IMPACT: The 2005 C.I.B. is being amended and funds are being transferred to provide the funding for this project.

To authorize the Director of Public Utilities to enter into contract with Woolpert, LLP for the engineering design of the Morse/Hamilton Booster Station for the Division of Water, to amend the 2005 C.I.B., to authorize the City Auditor to transfer funds within the Waterworks Enlargement Voted 1991 Bonds Fund, and to authorize the expenditure of $168,000.00 from the Water Works Enlargement Voted 1991 Bonds Fund. ($168,000.00)

WHEREAS, the Division of Water does not have sufficient personnel to prepare plans and specifications, for this 2005 Capital Improvement Project, therefore, making it necessary to obtain the services of consulting engineers, and
WHEREAS, it is necessary to authorize the Director of Public Utilities to enter into contract with a consulting engineer in order that this 2005 Capital Improvement Project may be completed at the earliest possible date for the preservation of public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be and is hereby authorized to enter into a contract with Woolpert, LLP, 2760 Airport Drive, Columbus, Ohio 43219 for the preparation of the Morse/Hamilton Booster Station plans and specifications.
Section 2. That the City Auditor is hereby authorized and directed to transfer funds within the Waterworks Enlargement Voted 1991 Bonds Fund, Fund No. 606, Department of Public Utilities, Division of Water, as follows:

Section 3. That the sum of $168,000.00 or as much thereof as may be needed, be and the same is hereby authorized from the Water Works Enlargement Voted 1991 Bonds Fund No. 606, Department 60, Division 09, OCA Code 060606, Object Level Three 6621, Object Level One 06, Project Number 690480, Division of Water Contract Number 1062, to pay the cost thereof.
Section 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification from the Director of the department administering said project except that no transfer shall be so made from a project account funded by monies from more than one source.
Section 5. That Section 1, Public Utilities/Water 60-09 of Ordinance 1070-2005 is hereby amended as follows:
