Explanation
 
BACKGROUND: This legislation authorizes the appropriation of Emergency Human Services Capital Funds to the Department of Development and authorizes the Director of the Department of Development to enter into contract with Action for Children for costs to replace one heat pump, and assist in the replacement of the remaining heat pumps for the HVAC System. The total amount of this contract is $19,950.00.
 
This legislation supports Action for Children, which advocates for early childhood education initiatives and helps families endow their children with quality, early learning experiences.  This ordinance is an emergency due to the immediate need to replace one heat pump and the failed  HVAC system at their facility on 78 Jefferson Avenue.
 
FISCAL IMPACT: In 2005, a total of $19,950.00 has been allocated to fund this project through the Emergency Human Services Capital Fund.

WHEREAS, this legislation authorizes the appropriation of Emergency Human Services Capital Funds to the Department of Development; and
 
WHEREAS, the Director of the Department of Development desires to enter into a contract with Action for Children; and
 
WHEREAS, this project includes the replacing of one heat pump and assist in the replacement of remaining pumps for the failed HVAC system at their facility on 78 Jefferson Avenue; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to appropriate said funds and to enter into contract with Action for Children so that these mechanicals can be repaired at the earliest possible date for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.        That from the unappropriated monies in the Emergency Human Services Capital Fund, and from any and all sources unappropriated for any other purpose during the fiscal year ending December 31, 2005, the sum of $19,950.00 be and is hereby appropriated to the Department of Development, Department No. 44-05, Fund 232, Object Level One 03, Object Level Three 3337, OCA Code 447508, Project  200001.
 
Section 2.       That the Director of the Department of Development be and is hereby authorized to enter into contract with Action
                               for Children  for costs to replace one heat pump and assist in the replacement of remaining pumps for the failed
                               HVAC system at their facility on 78 Jefferson Avenue for the period of January 1, 2005 through December 31, 2005.
 
Section 3.      That this contract is awarded pursuant to Section 329.15 of the Columbus City Codes, as amended.
 
Section 4.       That for the purpose as stated in Section 2, the expenditure of $19,950.00 much thereof as may be necessary, be and is hereby authorized to be expended from the Emergency Human Services Capital Fund, Department No. 44-05, Fund 232, Object Level One 03, Object Level Three 3337, OCA Code 447508, Project 200001.
 
Section 5.        That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
