Explanation

BACKGROUND:  This ordinance authorizes the Finance and Management Director to enter into contract for the Facilities Management Division with Fox Mechanical Company, in the amount of $197,880.00 for the replacement of the plumbing sanitary vent and associated drywall work at Fire Station 1, 300 North Fourth Street.  The current plumbing sanitary vent is in a state of disrepair and is in need of replacement.   The work will include a one-year workmanship and material guarantee and a five-year warranty on all compressors.

Formal proposals were solicited on January 27, 2006.  One firm submitted a proposal on February 7, 2006 as follows:  (0 MBE, 0 FBE).

It is the recommendation of the Facilities Management Division to award this contract to the most responsive and responsible bidder, Fox Mechanical Company.  

Emergency action is requested so that the plumbing sanitary vent problem will be repaired as quickly as possible, thereby reducing the possibility of any future harm.  

Fiscal Impact:  The Fire Division budgeted $180,000.00 in the Capital Improvement Budget for this project.  The cost of this contract is $197,880.00.  The Fire Division will make up this difference through cost savings in other projects.  Fox Mechanical Company Contract Compliance Number 31-1270804, expiration 03/11/2007.

Body

WHEREAS, the plumbing sanitary vent at Fire Station 1, 300 North Fourth Street, is in disrepair and in need of replacement, and  

WHEREAS, the Facilities Management Division recommends acceptance of the bid submitted by Fox Mechanical Company as the most responsive and responsible bid, and

WHEREAS; an emergency exists in the usual daily operation of the Facilities Management Division in that it is immediately necessary to authorize the Finance and Management Director to enter into contract with Fox Mechanical Company for a sanitary vent replacement at Fire Station 1, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Finance and Management Director is hereby authorized to contract with Fox Mechanical Company  for the replacement of the plumbing sanitary vent at Fire Station 1, 300 North Fourth Street.

SECTION 2.   That the expenditure of $197,880.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.
