BACKGROUND: The purpose of this legislation is to authorize the Director of Finance and Management to enter into a lease agreement for food concession services at the Health Department. Connie Penn, dba Sister's Grill on Wheels, and James Tucker, dba Taste N-See Cafe will lease space at the Health Department facility located at 240 Parsons Avenue for $1.00 for the purpose of providing food concession services to the staff and public. Body
WHEREAS, a need exists for food concession services to be available to staff and the public at the Health Department's facility located at 240 Parsons Avenue; and,
WHEREAS, Sister's Grill on Wheels and Taste N-See Cafe were determined to be the lowest and most responsive and responsible bidders to SA002397; and,
WHEREAS, uninterrupted food concession services at the Health Department is needed; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to enter into a lease agreement with Sister's Grill on Wheels and Taste N-See Cafe for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management is hereby authorized to enter into a lease agreement for $1.00 with Sister's Grill on Wheels for food concession services for the Health Department.
SECTION 2. That the Director of Finance and Management is hereby authorized to enter into a lease agreement for $1.00 with Taste B-See Cafe for food concession services for the Health Department.
SECTION 3. That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
