Explanation
 
BACKGROUND:   The Columbus Health Department has a need to
make funds available to increase a contract with Neighborhood House, Inc.,
which is a community-based, not-for-profit organization.  Neighborhood
House Inc. will provide care coordination/case management services to
pregnant and parenting women in the target areas of South Linden, the Near
East and the Near South for the Federal Healthy Start grant program.  The
City shall provide additional funding to the Contractor for mandatory travel
and training of personnel, required by the Federal Healthy Start Program.
DL005985 was originally established not to exceed $244,502. This $1,300
modification makes the total contract amount not to exceed $245,802. This
contract is funded by the Healthy Start grant through the United States
Department of Health and Human Services.
The contract period is June 1, 2003 through May 31, 2004.
 
Emergency action is required to ensure the continued operation of the
Healthy Start program.
 
FISCAL IMPACT:  This contract is entirely funded by a grant from the
U.S. Department of Health and Human Services.  The program does not
generate revenue or require a City match.

Body
 
WHEREAS, funding is available from the U.S. Department of Health and Human Services to increase a contract with Neighborhood House Inc., to provide additional funding to the Contractor for mandatory travel and training of personnel, required by the Federal Healthy Start Program.  
 
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to modify and increase the contract with Neighborhood House Inc.to ensure the continued operation of the Healthy Start program for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.      That the Columbus Health Department is hereby authorized and directed to modify and increase Contract DL005985 with Neighborhood House Inc. to provide funding for travel and training in order to provide care coordination and case management services for the Healthy Start grant program for the period June 1, 2003 through May 31, 2004.
 
SECTION 2.      That the expenditure of $1,300 is hereby authorized from the Health Department Grants Fund,  Fund No. 251, Health Department, Division 50-01, Grant No. 503017, OCA Code 503017, Object Level One 03, Object Level Three 3337.
 
SECTION 3.  That this modification of contract is awarded in accordance with Sections 329.16 of the Columbus City Code.           
 
SECTION 4.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
