Title: To authorize the Director of the Office of Education to enter into contract with Communities in Schools for after school program services; to authorize the expenditure of $239,999.16; and to declare an emergency.
Explanation
 
This legislation is for funds that were made available through a contract obtained from the Franklin County Department of Job and Family Services.  This legislation will authorize the Director of the Office of Education to expend these funds and enter into contract with Communities in Schools.  This contract will provide funding for after school program services for the period of September 28, 2004 through June 30, 2005.  The program is a service for school-aged students of low- and moderate- income working parents.  The program is designed to give children a strong sense of self worth, academic ability and community responsibility.
 
FISCAL IMPACT
A total of $239,999.16 (Broadleigh Elementary School - $89,999.66, Livingston Elementary School - $59,999.58 and Champion Middle School - $89,999.92) is available within the private grants fund, fund 291, to these after school programs.
 
EMERGENCY
This ordinance has been submitted as an emergency measure in order to avoid uninterrupted services to students participating in these after school programs.
 
Title
 
To authorize the Director of the Office of Education to enter into contract with Communities in Schools for after school program services; to authorize the expenditure of $239,999.16; and to declare an emergency.
 
 
Body
 
WHEREAS, the Director of the Office of Education desires to expend funds received from the Franklin County Department of Job and Family Services and to use said funds to enter into contract with Communities in Schools; and
 
WHEREAS, Communities in Schools will provide services and programming to the community through the after school programs; and
 
WHEREAS, it is important to provide youth program opportunties with high standards and including components such as academic assistance, enrichment activities, prevention units, recreation and socialization, strong family involvement and nutrious food service
 
WHEREAS, an emergency exists in the usual daily operation of the Office of Education in that it is immediately necessary to enter into contract with Communities in Schools to avoid interruption of services, thereby preserving the public health, peace, property, safety and welfare; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO
 
Section 1.  That the Director of the Office of Education is hereby authorized to enter into contract with Communities in Schools for after school program services for the period of September 28, 2004 through June 30, 2005.
 
Section 2.  That this contract is awarded pursuant to Section 329.29 of the Columbus City Codes, 1959, as amended.
 
Section 2.  That the expenditure of $239,999.16 (Broadleigh Elementary School - $89,999.66, Livingston Elementary School - $59,999.58 and Champion Middle School - $89,999.92) or so much thereof as maybe necessary, be and is hereby authorized to be expended from the Office of Education, Department/Division No. 40-04, Fund No. 291, Object Level One-03, Object Level Three-3337, OCA 400002, Grant 400002.
 
Section 3.  That for the reasons stated in the preamble hereto, which are hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
