Explanation
Background: The City of Columbus, ("City") is engaged in a joint program with The Ohio State University for the construction of new police substation to be located in the campus area. The City desires to purchase that real property commonly known as 1566 Summit Street and 212 East 11th to provide a parking area to compliment the new police substation. John A. Wasko ("Owner") desires to sell the subject property to the City. The following legislation authorizes the Director of the Department of Finance and Management to execute a purchase contract to purchase the aforementioned real property, and to expend $290,000.00 for cost relevant to its acquisition.
Fiscal Impact: The Department of Finance and Management has determined that $290,000.00 for the purchase of the subject property will come from the Safety Voted Bond Fund.
Emergency Justification: Emergency action is requested to allow this acquisition to proceed in agreement with the closing transaction deadline and other terms and conditions of the purchase contract.

To authorize the Director of Director of the Department of Finance and Management to enter into a purchase agreement for that real property commonly known as 1566 Summit Street and 212 East 11th to provide parking for the OSU Neighborhood Policing project, and to expend $290,000.00 from the Safety Voted Bond Fund, and to declare an emergency. WHEREAS, the City of Columbus, ("City") is engaged in a joint program with The Ohio State University for the construction of new police substation to be located in the campus area; and
WHEREAS, the City desires to purchase that real property commonly known as 1566 Summit Street and 212 East 11th Avenue to provide a parking area to compliment the new police substation; and
WHEREAS, it is necessary to expend $290,000.00 from the Safety Voted Bond Fund for cost relevant the acquisition of the subject property; and
WHEREAS, an emergency exists in the usual daily operation of the City of Columbus, in that it is immediately necessary to authorize the Director of the Department of Finance and Management to execute those documents necessary for the purchase of said real property for the immediate preservation of the public health, peace, property and safety; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Finance and Management be, and hereby is, authorized to execute a purchase agreement for the purchase of that real property known as 1566 Summit Street and 212 East 11th Avenue.
Section 2. That the expenditure of $290,000.00, or so much thereof as may be necessary from the Safety Voted Bond Fund, Fund #701, Dept.Div. 30-03; Project No. 330031; OCA Code 330031; Object Level Three 6601 for the aforesaid purpose is hereby authorized.
Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
