Explanation
 
Background
On December 23, 1999, the City of Columbus entered into an Economic Development Agreement with the Gateway Area Revitalization Initiative. This Agreement presents a redevelopment plan for the area immediately east of the Ohio State University. The provisions of Section 34 state that the City must diligently explore the feasibility of High Street revitalization measures, one of which is the possible reopening of Thirteenth, Fourteenth, Sixteenth and Eighteenth Avenues at their intersection with High Street.
 
During 2005, a concept plan for redesigning the High Street corridor between 11th and Lane was completed by MSI (Myers, Schmalenberger, Inc.) and financed jointly by the City of Columbus and the Ohio State University.  A traffic study must be completed prior to any streetscape improvements in order to incorporate any street reconfigurations. The City desires to enter into a contract with Campus Partners for Community Urban Redevelopment for $60,000 who will oversee the traffic study to completion.
 
Fiscal Impact
$60,000 is available in the 2005 Capital Improvements Budget in Fund 742.
 
Emergency Justification
Emergency action is requested in order to obtain the results of the study which are necessary for the planning of proposed Ohio State University and Campus Partners facilities and City infrastructure improvements, all of which are on a fast track and needed as soon as possible.

Body
 
WHEREAS, The University District High Street Streetscape plan, jointly funded by the City and the Ohio State University, was completed in April 2005; and
 
WHEREAS, the Economic Development Agreement between the City of Columbus and the Gateway Area Revitalization Initiative states that, as part of the High Street revitalization plan, the City must explore the feasibility of reopening the four closed streets at 13th, 14th, 16th and 18th Avenues; and
 
WHEREAS, a traffic study must be conducted to focus on the impacts of the proposed reopening prior to the construction of any streetscape elements; and
 
WHEREAS, it is necessary for the director of Development to enter into a professional services contract with Campus Partners for Community Urban Redevelopment for $60,000 to complete the traffic study; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Development where it is immediately necessary to obtain the results of the study in order to make public improvements for the preservation of public health, peace, safety and welfare; now, therefore
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.      That the Director of Development be and is hereby authorized to enter into a professional services contract with Campus Partners for Community Urban Redevelopment to conduct a traffic study of High Street between 11th and Lane Avenues.
 
Section 2.      That for the purpose stated in Section 1, the expenditure of up to $60,000, or so much thereof as may be necessary, be and is hereby authorized to be appropriated and expended from the Fund 742, Capital Projects Fund, for the Development Department, Division No. 44-01, Project No. 440104  Miscellaneous Economic Development, OCA Code 643106, Object Level One 06, Object Level Three 6631.
 
Section 3.      That the provisions of Chapter 329 of the City Code relating to competitive bidding be and hereby are waived.
 
Section 4.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
