Explanation
BACKGROUND: This legislation authorizes the Director of Development to enter into a grant agreement with the Community Development Collaborative of Greater Columbus (Collaborative) and authorize the expenditure in an amount up to $45,000.00, with the agreement term starting January 1, 2025 and ending December 31, 2025 which will be utilizing HOME Investment Partnerships program income received during 2024. To authorize the appropriation of the remaining available 2024 HOME grant funds and program income in an amount up to $4,340,553.91.
The City is a participating jurisdiction receiving federal funds under the HOME Investment Partnerships Program (HOME) of the U.S. Department of Housing and Urban Development (HUD). The department partners with the Collaborative to manage the CHDO program and does so under a grant agreement to pay for operating expenses. Under the grant agreement (federal determination of a “contractor”), in an amount up to $45,000.00, the Collaborative will serve in the role as a facilitator of training, and builder of organizational capacity.
This legislation represents appropriation for a part of the HOME portion of the 2024 Action Plan, per ordinance 2993-2024 and 2025 DRAFT Action Plan, per Ordinance 2968-2024.
FISCAL IMPACT: Funding for this agreement in the amount of $45,000.00 is supported by 2024 HOME program income administration (PA) (G442302)
CONTRACT COMPLIANCE: The vendor’s contract compliance number is 005635 and is expires 3/05/2027.

To authorize the appropriation in an amount up to $4,340,553.91 which contains grant and program income for 2024 and the expenditure in an amount up to $45,000.00 of 2024 HOME program income funds; to authorize the Director of the Department of Development to enter into a grant agreement in an amount up to $45,000.00 with the Community Development Collaborative of Greater Columbus to provide operating support, with the term for the grant agreement and starting January 1, 2025, and with authorization for reimbursement of expenses incurred prior to the creation of the purchase order. ($45,000.00)

WHEREAS, the City of Columbus expects to continue as a participating jurisdiction of the of U.S. Department of Housing and Urban Development; and
WHEREAS, the Columbus City Council has approved the 2024 Annual Action Plan per ordinance 2993-2024 and the 2025 Draft Action Plan, per Ordinance 2968-2024, as required by HUD; and
WHEREAS, the appropriation of both program income and grant funding is needed for the 2024 HOME Investment Partnerships Grant in an amount up to 4,390,553.91; and
WHEREAS, the City desires to enter into a grant agreement with the Community Development Collaborative of Greater Columbus for operating support and authorize the expenditure in an amount up to $45,000.00; and
WHEREAS, support for CHDOs can foster the revitalization of Columbus neighborhoods; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Development is authorized to enter into a grant agreement in an amount up to $45,000.00, with the agreement term starting January 1, 2025, with the Community Development Collaborative of Greater Columbus to provide operating support to help serve in the role as facilitator of training, and builder of organizational capacity for Community Housing Development Organizations, with the authorization for reimbursement of expenses incurred prior to the creation of the purchase order.
SECTION 2. That the appropriation of the 2024 HOME Grant and the program income received during the FY 2024 is needed in an amount up to $4,340,553.91per the accounting codes in the attachment to this ordinance
SECTION 3. That the expenditure in an amount up to $45,000.00 or so much thereof as may be necessary, is hereby authorized in Fund 2201 (HOME Investment Partnerships Program), Dept-Div 44-10 (Housing), Project G442302, in object class 05 (Other) per the account codes in the attachment to this ordinance.
SECTION 4. That funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all agreements/contracts or agreement/contract modifications associated with this ordinance.
SECTION 6. That at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.
SECTION 7. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
