Background: This ordinance amends ordinance 0275-2024 to permit payment of an outstanding invoice to the Franklin County Convention Facilities DBA Greater Columbus Convention Center for venue rental for the 2023 Summer Youth Employment and Program Kickoff Event.
This payment will include services on June 14, 2023. Franklin County Convention Facilities Authority DBA Greater Columbus Convention Center Contract Compliance 004912, 3/28/2025 - 3/28/2027; Vendor Account # 004912
Emergency Justification: The Department of Neighborhoods requests this legislation be considered an emergency in order for Franklin County Convention Facilities DBA Greater Columbus Convention Center to be quickly reimbursed for services rendered.
Fiscal Impact: Funding in the amount of $6,003.40 is available from an established General Budget Reservation.

Body
WHEREAS, Franklin County Convention Facilities DBA Greater Columbus Convention Center, provided venue rental for the 2023 Summer Youth Kickoff on June 14, 2023 to the City of Columbus, and,
WHEREAS, Ordinance 0275-2024 authorized the City Auditor to make payment to the Franklin County Convention Facilities Authority DBA Greater Columbus Convention Center for the 2023 Summer Youth Kickoff on June 14, 2023 in the amount of $27,884.81, and
WHEREAS, a final invoice for additional venue fees that were a result of a larger than expected event attendance has been received, and
WHEREAS, Columbus City Code Section 329.35 governs the purchase of food, beverages, and venue rental for public purpose; and
WHEREAS, Section 329.35(A) requires that food and beverage authorizations are granted for the public purpose of better providing for the health and welfare of residents of the City of Columbus, the public at large, and municipal officers and/or employees by enhancing public engagement, facilitating public meetings, and providing for the efficient operation of the city; and
WHEREAS, the Director of Finance and Management is authorized to review and approve contracts with vendors for food and beverage related goods and services, if these purchases are integral to the successful execution of a program, event, or engagement and related expenses are reasonable; and
WHEREAS, the Director of Finance and Management has determined that the food and beverage related purchases describe herein, constitute a public purpose and are reasonable in both nature and cost; and
WHEREAS, an emergency exists in the daily operations of Department of Neighborhoods in that it is immediately necessary to authorize payment of the outstanding invoice from the Franklin County Convention Facilities DBA Greater Columbus Convention Center for venue rental in order to reimburse the contractor quickly for services rendered, thereby preserving the public peace, property, health safety and welfare; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Ordinance 0275-2024 is amended to allow the City Auditor to issue a payment to the Franklin County Convention Facilities DBA Greater Columbus Convention Center for venue rental services previously incurred on June 14, 2023 per invoice approved by the Department of Neighborhoods Director in an amount not to exceed $6,003.40 to Greater Columbus Convention Center from BRPO003226.
SECTION 2. That the expenditure of $6,003.40, or so much thereof as may be needed, is authorized from previously established General Budget Reservation BRPO003226.
SECTION 3. That in accordance with Columbus City Code Section 329.35, the Director of Finance and Management has determined that the food and beverage related purchases describe herein, constitute a public purpose and are reasonable in both nature and cost.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
