Explanation
Background: Ordinance 1007-2009 authorized acceptance by the City Attorney's Office of a grant award from the Franklin County Homeland Security and Justice Programs Unit for the 2009-ARRA-VAWA-901 Witness Assistance Database and Domestic Violence Advocate Training Grant. Ordinance 1610-2010 authorized the City Attorney to contract with Urban Advocacy and Investigations LLC for stalking investigative services under said grant with a term of 11/15/10 through 12/31/10. Ordinance 1791-2010 authorized the modification and extension of said contract until 04/30/11. Said grant has recently been extended until 06/30/11.
This ordinance will authorize the modification and extension of the current contract with Urban Advocacy and Investigations LLC until the new scheduled grant end date of 06/30/11. All other terms and conditions will remain the same.

WHEREAS, the Franklin County Homeland Security and Justice Programs Unit has awarded the Columbus City Attorney's Office an extension of the ARRA Witness Assistance Database and Domestic Violence Advocate Training Grant until June 30, 2011; and
WHEREAS, the Columbus City Attorney has a contract with Urban Advocacy and Investigations LLC for the provision of stalking investigative services under said grant which expires April 30, 2011; and
WHEREAS, it is necessary to modify and extend the existing contract with Urban Advocacy and Investigations LLC until the end of the grant period; and
WHEREAS, an emergency exists in the daily operations of the Columbus City Attorney's Office in that it is necessary to authorize such contract modification for the provision of stalking investigative services, for the immediate preservation of the public peace, health, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Columbus City Attorney is hereby authorized and directed to modify and extend an existing contract with Urban Advocacy and Investigations LLC for the provision of stalking investigative services under the ARRA Witness Assistance Database and Domestic Violence Advocate Training Grant until June 30, 2011.
SECTION 2. That for reasons stated in the preamble hereto, where is hereby made a part hereof, this ordinance is hereby declared an emergency measure, which shall take effect and be in force from and after its passage and approved by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
