BACKGROUND: The Department of Public Safety, Division of Fire received a grant award in the amount of $2,722.28 from the Ohio Division of Emergency Medical Services (EMS) for EMS training and for the purchase of emergency medical equipment. This legislation authorizes the Public Safety Director to accept the grant award and appropriates the grant funds. This grant allows for the purchase of EMS training equipment used by the Fire Division for paramedic training. The Fire Division intends to replace intraosseous equipment and purchase new glucometers, blood pressure cuffs, and bags.

FISCAL IMPACT: This ordinance authorizes the acceptance and appropriation of $2,722.28. This is a 100 percent grant award. There is no revenue generated, nor matching requirement from the General Fund.

Body
WHEREAS, it is in the best interest of the City of Columbus for the Public Safety Director to accept a grant award from the State of Ohio Division of EMS for the Division of Fire for the purchase of EMS training equipment; and
WHEREAS, it is necessary to appropriate funds for said grant; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Fire, Department of Public Safety, in that it is immediately necessary to authorize and direct the acceptance and appropriation of funds so that said purchases can be made within the grant cycle, all for the immediate preservation of the public health, peace, property, safety, and welfare; and now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Safety Director is hereby authorized to enter into a grant agreement with the State of Ohio Division of EMS and accept a grant award in the amount of $2,722.28 for the purchase of EMS training equipment.
SECTION 2. That from the unappropriated monies in the General Government Grant Fund, Fund No. 2220 and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the award period, the sum of $2,722.28 is hereby appropriated according to the attached accounting document.
SECTION 3. That the monies appropriated in the foregoing Section 2 shall be paid upon order of the City Department named above; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source associated with this ordinance.
SECTION 6. That the City Auditor is authorized to transfer appropriations between object classes for the Ohio EMS P1 Training & Equipment Grant, as needed, upon the request of the Department of Public Safety, Grants Office.
SECTION 7. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
