Explanation

 

BACKGROUND:  The Department of Development seeks to enter into a grant agreement with The Columbus Urban League, a non-profit corporation, to support Empowerment Day 2023 celebrating businesses and community leaders championing change and paving the way for equitable economic and social impact. Empowerment Day 2023 is November 16, 2023.

Over the past year, Columbus Urban League (CUL) has begun living out and advocating for a new approach to advancing racial equity and social justice. CUL has been focused and intentional to immerse their team and integrate into their systems the principles of asset-framing. They do so because research indicates that, if the entire community embraces the concept of identifying and helping people use their gifts and achieve their dreams, they can usher in a fully inclusive economy to the benefit of everyone in Central Ohio.

FISCAL IMPACT: This legislation authorizes the transfer within a fund, and the expenditure of ($10,000.00) from the 2023 General Fund.

Body

 

WHEREAS, The Department of Development seeks to support Empowerment Day 2023; and

 

WHEREAS, Empowerment Day 2023 celebrates businesses and community leaders championing change and paving the way for equitable economic and social impact; and

 

WHEREAS, it is necessary to authorize the Department of Development to enter into a grant agreement with The Columbus Urban League to support Empowerment Day 2023 in an amount up to $10,000.00; and

 

WHEREAS, this legislation authorizes the transfer within a fund and authorizes the expenditure of up to $10,000.00; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Development is hereby authorized to enter into a grant agreement with The Columbus Urban League in an amount up to $10,000.00 for the purpose of supporting the Empowerment Day 2023.

 

SECTION 2.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3.  That the transfer of $10,000.00, or so much thereof as may be needed, is hereby authorized within Fund 1000 (General Fund), from Dept.-Div 44-10 (Housing), object class 03 (Services) to Dept-Div 44-10 (Housing), object class 05 (Other) per the account codes in the attachment to this ordinance.

 

SECTION 4.  That for the purpose stated in Section 1, the expenditure of $10,000.00 or so much thereof as may be needed, is hereby authorized in Fund 1000 (General Fund), Dept. 44-10 (Housing),  in Object Class 05 (Other Expenditures) per the accounting codes in the attachment to this ordinance.

 

SECTION 5. That this grant agreement is awarded in accordance with the relevant provisions of City Code related to awarding grant agreements.

 

SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
