Explanation
The purpose of this legislation is to authorize the modification of a contract for Electric Motor Repair Services to allow repair of various motors at the Southerly Wastewater Treatment Plant within the Division of Sewerage and Drainage.
The Southerly Wastewater Treatment Plant requires the repair of electric motors to maximize efficiency in various plant operations. The Division of Sewerage and Drainage desires to modify contract, EL003289 with McNaughton-McKay. This modification is for additional funds.
Bids were opened on September 25, 2002 to provide Electric Motor Service for the wastewater treatment plants. Two contract were awarded, Marion Electric and McNaughton-McKay per Ordinance Number 0456-03, passed March 24, 2003.

This ordinance is being submitted as an emergency action so that there is not an interruption in motor repairs at the Southerly Wastewater Treatment Plant.

To authorize the Director of Public Utilities to modify an existing contract with McNaughton-McKay for Electric Motor Repair Services for the Division of Sewerage and Drainage; to authorize the expenditure of $20,000.00 from the Sewerage System Operating Fund, and to declare an emergency. WHEREAS, bids were opened on September 25, 2002 for Electric Motor Service for the Division of Sewerage and Drainage wastewater treatment plants, and
WHEREAS, Marion Electric and McNaughton-McKay were awarded contracts via Ordinance Number 0456-03, passed March 24, 2003, and,
WHEREAS, the Southerly Wastewater Treatment Plant has additional motor service necessitating the need to modify EL-003289 with McNaughton-McKay and,
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage in that it is immediately necessary to modify EL-003289 for Electric Motor Service for the Southerly Wastewater Treatment Plant for the immediate preservation of the public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be and is hereby authorized to modify the contract with McNaughton-McKay for Electric Motor Service, EL-003289 for the Division of Sewerage and Drainage.
Section 2. That the expenditure of $20,000.00 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 605063, Object Level 1: 03, Object Level 03: 374.
Section 3. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
