Explanation
Background: This Ordinance will authorize the transfer, appropriation and expenditure of $10,000.00 to award grants for the Landscape Enhancement and Beautification grant program. The Landscape Enhancement and Beautification grant program was initiated to provide funding assistance to organizations that have been maintaining flower gardens and other landscape areas on City controlled property. The amount of $10,000.00 has been earmarked for this grant program and each grantee is required to provide a 1:1 match with a maximum of $1,000.00 per grant from the City. Grant requirements include: the project must be on City controlled property; start-up projects are not eligible, but must be an existing garden or landscape area; the requesting organization must demonstrate an ability to sustain the project; and the landscape enhancement project must provide a clear benefit to the public. Each grantee will be responsible for providing receipts, invoices and other documentation to ensure expenditure accountability. In addition, at the end of the growing season, the grantee's will be required to submit a report to the Recreation and Parks Department indicating how the grant funds were used and how the community benefited from the landscape enhancement and beautification project.
Emergency action is requested in order for the grants to be distributed so that these projects can proceed in a time manner and to have funding available for necessary expenditures.
Fiscal Impact: $10,000.00 is being transferred from the General Fund to the Recreation and Parks Operating Fund, as shown in Section 1 of this Ordinance.

WHEREAS, the Landscape Enhancement and Beautification grant program was initiated to provide organizations with funding assistance to maintain flower gardens and other landscape areas on City controlled property; and
WHEREAS, a 1:1 match is required of the grantee and all grantees must comply with the eligibility requirements as put forth by the Recreation and Parks Department; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to transfer, appropriate and expend these funds for the preservation of the public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 3. That the expenditure of $10,000.00, or so much thereof as may be necessary, be and is hereby authorized from the unallocated balance of the Recreation and Parks Operating Fund as follows, to pay the cost thereof.

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
