Explanation
BACKGROUND:
This ordinance approves the acceptance of certain territory (AN25-007) by the city of Columbus. The Ohio Revised Code stipulates that to be effective, City acceptance must take place a minimum of 60 days from the receipt by the City Clerk of the approval notice from the county. If City Council does not accept the ordinance within 120 days of its first consideration, the annexation will be considered rejected. This petition was filed with Franklin County on May 29, 2025. City Council approved a service ordinance addressing the site on May 12, 2025. Franklin County approved the annexation on July 8, 2025 and the City Clerk received notice on July 23, 2025.
FISCAL IMPACT:
Provision of municipal services does represent cost to the City; however, the annexation of land also has the potential to create revenue to the City.

WHEREAS, a petition for the annexation of certain territory in Truro Township was filed on behalf of Mabinty Bangura and Abdul Sankoh on May 29, 2025; and
WHEREAS, the petition was considered and approved by the Franklin County Board of Commissioners at a hearing on July 8, 2025; and
WHEREAS, on July 23, 2025, the City Clerk received from Franklin County a certified copy of the resolution addressing the petition; and
WHEREAS, sixty days have now elapsed since receipt of the resolution in accordance with the provisions of the Ohio Revised Code; and
WHEREAS, it is in the best interest of the city of Columbus to accept the annexation of the territory addressed by the petition; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
SECTION 1. That the annexation proposed by Mabinty Bangura and Abdul Sankoh in a petition filed with the Franklin County Board of Commissioners on May 29, 2025 and subsequently approved by the Board on July 8, 2025 is hereby accepted and said territory is hereby annexed to the city of Columbus. Said territory is described as follows:
Situated in the State of Ohio, County of Franklin, Township of Truro, in Half Section 16, Section 11, Township 12, Range 21, Refugee Lands, and part of a 1.038 acre tract conveyed to Mabinty Bangura and Abdul Sankoh, by deed of record in Instrument Number 202409250100227, being bounded and more particularly described as follows:
Beginning, on the westerly line of the existing City of Columbus Corporation line, established by Ordinance Number 322-62 and recorded in Misc. Record 132, Page 310, at the southwesterly corner of lot 304 of Olde Orchard Subdivision No. 4, of record in Plat Book 38, Page 40, and the northwesterly corner of lot 305 of said Olde Orchard Subdivision No. 4;
Thence Southerly, a distance of approximately 66 feet, along the westerly line of the said existing City of Columbus Corporation Line, and along the line common to said 1.038 acre tract and said lot 305 of said Olde Orchard Subdivision No. 4, to a point, at the southeasterly corner of said 1.038 acre tract, and the northeasterly comer of a 1.515 acre tract conveyed to Victor M. and Vilma Zayas, by deed of record in Deed Book 3619, Page 733;
Thence Westerly, a distance of approximately 370 feet, along the line common to said 1.038 acre and 1.515 acre tracts, to a point, on the easterly line of McNaughten Road (60 feet wide, R.R. 6, Pg. 164);
Thence Northerly, a distance of approximately 113 feet, across said 1.038 acre tract, and along the easterly line of said McNaughten Road, to a point, on the northerly line of said 1.038 acre tract, the southerly line of a 0.57 acre tract conveyed to the Board of Education of the Columbus City School District, by deed of record in Instrument Number 201006280080482, and at the southwesterly corner of the existing City of Columbus Corporation Line, established by Ordinance Number 1964-91 and recorded in Official Record 17924C07;
Thence Easterly, a distance of approximately 370 feet, along the said southerly existing City of Columbus Corporation lines (Ordinance Number 1964-1) and established by Ordinance Number 1368-2010, and recorded in Instrument Number 201101210011338, along the line common to said 1.038 acre and 0.57 acre tracts, and along the southerly line of a 0.57 acre tract conveyed to The Board of Education of The City School District of Columbus, Ohio, by deed of record in Deed Book 2660, Page 154, to a point, at the southeasterly corner of said 0.57 acre tract, on the westerly line of said lot 304, and at the southeasterly corner of said existing City of Columbus Corporation Line;
Thence Southerly, a distance of approximately 47 feet, along the westerly line of said existing City of Columbus Corporation Line, and along the line common to said 1.038 acre tract and said lot 304, to the Point of beginning, containing approximately 1.0 acre, more or less;
The total perimeter of Annexation is 966 feet, of which 483 feet is contiguous with the City of Columbus, giving 50.0 percent perimeter contiguity.

SECTION 2. That the City Clerk is hereby authorized and directed to make three copies of this ordinance to each of which shall be attached a copy of the map accompanying the petition for annexation, a copy of the transcript of proceedings of the Board of County Commissioners relating thereto, and a certificate as to the correctness thereof, the City Clerk shall then forthwith deliver one copy to the County Auditor, one copy to the Board of Elections thereof and do such other things as may be required by law.
SECTION 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
