Explanation
BACKGROUND: This ordinance authorizes the Director of Public Safety to enter into a contract with Hundred Public Safety Inc. DBA Performance Protocol for training services for the Division of Police’s Field Training Officers (FTOs). This vendor has trained other Field Training Officers for the Division and the training needs to be consistent for all of the FTOs.
BID INFORMATION: The Division of Police is requesting a bid waiver to enter into a contract with Hundred Public Safety Inc. DBA Performance Protocol because we have trained two other classes of FTOs with this curriculum and need the training to be consistent with all FTOs.
This company is not debarred according to sam.gov or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
FISCAL IMPACT: The funding for these training services in the amount of $75,000.00 will come from the Police Continuing Professional Training Fund.

DBA Performance Protocol for training services for the Division of Police’s Field Training Officers, to waive the competitive bidding provisions of Columbus City Code; and to authorize the expenditure of $75,000.00 from the Police Continuing Professional Training Fund. ($75,000.00)
Body
WHEREAS, the Division of Police needs to train their Field Training Officers (FTOs); and
WHEREAS, the Division has trained some Field Training Officers with the vendor's curriculum and wants consistency in training the remaining FTOs.
WHEREAS, this contract is being awarded pursuant to the provisions of Chapter 329 of City Code relating to bid waiver procurement; and
WHEREAS, funds are budgeted through the Police Continuing Professional Training Fund and will be used for the purchase of training sessions for the Division’s FTOs; and
WHEREAS, it is in the best interest of the City to enter into said agreement in accordance with the relevant bid waiver provisions of the City of Columbus Code; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Public Safety be and is hereby authorized and directed to enter into a contract with Hundred Public Safety Inc. DBA Performance Protocol for the training of the Division of Police’s Field Training Officers.
SECTION 2. That the expenditure of $75,000.00 or so much thereof as may be needed, is hereby authorized in object class 03 Services per the accounting codes in the attachment to this ordinance:
SECTION 3. That said contract shall be awarded in accordance with the bid waiver provisions of Chapter 329 of the Columbus City Codes, and that City Council hereby waives the competitive bidding requirements under the Columbus City Codes.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
