BACKGROUND:
This ordinance authorizes the Director of Technology, on behalf of the Civil Service Commission, to modify an existing contract (associated with current purchase order ED038195) for additional licenses (six additional Sigma 5 AMS PE end-user licenses), of which the maintenance and support is included, from Governmentjobs.com (also known as NeoGov and previously known as Sigma Data Systems, Inc.).  Maintenance and support for these additional licenses will be covered under the existing license support agreement, which has a renewal coverage period date of February 28, 2010.  At that time, and contingent upon approval of the City, Governmentjobs.com and an approved certified purchase order, the maintenance and support will be renewed for the next term coverage period of twelve months, bringing all license maintenance and support coterminous.
 
The additional Sigma 5 AMS PE end-user licenses will be part of an applicant management database system which provides applicant tracking information as it relates to vital intake, test administration, exam grades and certifications.  This application provides printed letters or email notifications to applicants along with the ability to produce various statistical reports.  Also, this application allows individuals to apply on-line for open recruitments and will maintain that data permanently in the Sigma database.  It will also maintain the Commission's current on-line application process to allow for resume submission, self-service applicant employment profile updating, and electronic notification of exams and vacancies.  In addition, Sigma AMS is currently used by the Division of Police in Recruiting to recruit and track potential Police Officer candidates.  
 
In 1993, the original contract was established in accordance with the sole source procurement provisions, of Section 329 of the Columbus City Code.  This ordinance is requesting the same sole source approval, as Governmentjobs.com is the sole provider of software compatible with the Civil Service Commission's current system.
 
EMERGENCY:  Emergency designation is requested in order to allow for prompt execution of the modification and subsequent payment prior to the expiration of the discounted quote provided (expires December 31, 2009).
FISCAL IMPACT:
Earlier this year, the Department of Technology created a purchase order in the amount of $18,275, with Governmentjobs.com with a term of 03/01/09 through 02/28/2010 (purchase order ED038195).  This ordinance will provide for modifying a contract associated with this purchase order, in the amount of $7,600.00 for additional licenses bringing the contract aggregate total to $25,875.  Funding for this ordinance is available within the 2009 Department of Technology Information Services Fund.

WHEREAS, an emergency exists in the usual daily operation of the City in that it is immediately necessary for the Director of the Department of Technology on behalf og the Civil Service Commisiion to modify an existing contract for provisions of additional licenses, maintenance and support, to allow for immediate use of the license and to utilize a discounted quote due to expire December 31, 2009, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
SECTION 1: This ordinance authorizes the Director of Technology, on behalf of the Civil Service Commission, to modify an existing contract (associated with current purchase order ED038195) for additional licenses (six additional Sigma 5 AMS PE end-user licenses), of which the maintenance and support is included, from Governmentjobs.com (also known as NeoGov and previously known as Sigma Data Systems, Inc.).
   
SECTION 2: That the expenditure of $7,600.00 or so much thereof as may be necessary is hereby authorized to be expended from:

SECTION 3: That this purchase agreement is in accordance with sole source procurement provisions of the Columbus City Codes Section 329.07(e).
SECTION 4:  That the City Auditor is authorized to make any changes to revise the funding source for any contract or contract modifications associated with this ordinance.
 
SECTION 5: That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
