Explanation
 
BACKGROUND: This legislation authorizes the transfer of $75,000 from the Division of Neighborhood Development within the General Fund, and the subsequent transfer to the Public Safety Initiatives Fund in anticipation of plans to develop and implement a Weinland Park Safety Strategy.  This transfer is necessary because the original appropriation was made to the Department of Development.  After further consideration it was determined that the most appropriate department to oversee safety efforts will likely be the Department of Public Safety. As plans are developed, an appropriation will be made to that agency.
 
FISCAL IMPACT: Funding for this transfer occurred with the passage of the 2007 General Fund Budget on February 5, 2007.  
 
EMERGENCY: There is an immediate need to transfer $75,000 within the Neighborhood Development, in the General Fund, and the subsequent transfer and to the Public Safety Initiatives fund to secure money for a Weinland Park Safety Strategy.

WHEREAS, this legislation authorizes the transfer of $75,000 within the Division of Neighborhood Development, in the General Fund, and the subsequent transfer to the Public Safety Initiatives fund for future use for a Weinland Park Safety Strategy program, and;
 
WHEREAS, this transfer is necessary because the original appropriation was made to the Department of Development, and upon review, it was determined that the most appropriate department to oversee this effort will likely be the Department of Public Safety, and it is deemed more appropriate that the program be funded through the Public Safety Initiatives fund rather than the General Fund, and;
 
WHEREAS, funding for this transfer occurred with the passage of the 2007 General Fund Budget on 2-5-07, and;
 
WHEREAS, an emergency exits in the usual daily operation of the City in that it is immediately necessary to transfer $75,000 from the Division of Neighborhood Development in the General Fund, and to subsequently transfer said funds to the Public Safety Initiatives fund to support a Weinland Park Safety Strategy program which is still in development, thereby preserving the public health, peace, property, safety, and welfare; now therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1: That the City Auditor is hereby authorized and directed to transfer $75,000.00 within the General Fund, Fund 010, in the Division of Neighborhood Development, Division No. 44-05, from Object Level One 03 to Object Level One 10 in OCA 440280.
 
SECTION 2: That the City Auditor is hereby authorized and directed to transfer said funds from the Division of Neighborhood Development, in the General Fund, to the Public Safety Initiatives fund, Fund 016, Division of Neighborhood Service, Division No. 44-05 in OCA 440516.
 
SECTION 3: That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
