Explanation
BACKGROUND: The Department of Public Safety was awarded the Ohio EMA ARPA First Responder Grant by the State of Ohio to help state and local first responder agencies bolster new recruitment. The Department of Public Safety entered into contract with All-Star Talent Inc., to provide marketing and recruiting efforts towards recruiting new police officers, firefighters, and dispatchers. The existing contract authorizes All-Star Talent Inc. to perform functions which include but are not limited to:
• Recruitment, Marketing and Consulting Services
• Diversity, Equity and Inclusion Recruitment Efforts
• Candidate Tracking System
• Recruitment Unit Training
• Social Media, Digital Production and Marketing Implementation
The Department of Public Safety is now seeking approval to modify and extend the contract with All-Star Talent Inc. to add six(6) months to the original contract term. This will extend the end of the Contract term from December 31, 2024 to June 30, 2025 in accordance with the extension of the grant period authorized by the EMA ARPA First Responder Grant.
The Department of Public Safety is also seeking approval to modify the existing contract in order to reapportion certain grant expenditures to align with the grant extension. The updated expenditure plan is detailed in the attached Exhibit dated November 21, 2024, which was prepared and provided by contractor.
Bid Information: The Department of Public Safety advertised a formal bid, RFQ026286, for this application. There were nine proposals received and evaluated independently by a five person selection committee. Two finalists were chosen and invitations were sent to them to offer oral presentations to the committee. Through an evaluation process of these interviews, it was determined that All-Star Talent Inc. was the best offeror to meet the City’s needs.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

Emergency Designation: Emergency legislation is requested to modify this contract in order to meet the grant requirements and ensure prompt reimbursement from grant funds.
FISCAL IMPACT: No new funding is being added.
Title
To authorize the Director of the Department of Public Safety to modify and extend the contract with All-Star Talent Inc. for recruitment and marketing services; and to declare an emergency. ($0.00).
Body
WHEREAS, the City was awarded a $1,000,000.00 Ohio EMA ARPA First Responder Grant by the State of Ohio; and,
WHEREAS, the City entered into a Contract with All-Star Talent Inc. on March 6, 2024 to provide Public Safety Recruitment and Marketing Services through December 31, 2024, a copy of which is attached hereto and incorporated; and,
WHEREAS, the original Contract was authorized by Ordinance No. 0555-2024, passed by Columbus City Council on March 5, 2024; and
WHEREAS, the City now has a need to modify and extend the original Contract to add six months to the original Contract term which will extend the Contract term from December 31, 2024 to June 30, 2025 in accordance with the extension of the grant period authorized by EMA ARPA First Responder Grant; and
WHEREAS, the City also has a need to reapportion certain grant expenditures to align with the grant extension in accordance with the attached Exhibit dated November 21, 2024, which was prepared and provided by Contractor and is fully incorporated herein by reference; and
WHEREAS, the funding for this contract has been appropriated and authorized by Ordinance 3176-2023 passed on December 4, 2023 and no new funding is being added; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety in that it is immediately necessary to authorize the Director of Public Safety to modify and extend the contract with All-Star Talent Inc. to bolster new recruitment efforts, to ensure grant requirements are met, and to modify the contract before its expiration on December 31, 2024, all for the immediate preservation of the public peace, health, property, safety and welfare; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Public Safety be and is hereby authorized and directed to extend the contract with All-Star Talent Inc. through June 30, 2025.
SECTION 2. That the Director of the Department of Public Safety be and is hereby authorized and directed to modify the contract with All-Star Talent Inc. to reapportion grant expenditures to align with the grant extension in accordance with the attached Exhibit dated November 21, 2024, which was prepared and provided by Contractor.
SECTION 3. All other contractual terms and conditions of the original Contract as incorporated herein, except for those amended herein, shall remain the same and in full force and effect.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
