Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to enter into a professional services contract on behalf of the Office of Construction Management with Orchard, Hiltz and McCliment, Inc. for the renovation of the courtyard plaza at City Hall, 90 West Broad Street.
Orchard, Hiltz and McCliment, Inc. will be responsible for design, engineering, and construction contract administration services. Design services will include work in four phases: east, north, south, and west. The design phase will include renovation of the courtyard plaza to eliminate leaks into the garage area below. The renovation shall improve overall drainage of the courtyard plaza. The construction contract administration phase will include the demolition of existing concrete sidewalks, installation of new drains, installation of waterproofing material, resealing of the garage, replacement of concrete sidewalk; removal, resetting, and resealing of granite walkway panels; and structural repairs to the underground garage as needed.
Formal Requests for Proposals (RFP) were solicited by the City of Columbus via the Vendor Services website from April 20 to May 11, 2017. The city received five responses as listed. All proposals were deemed responsive and were fully evaluated by the evaluation committee.

Orchard, Hiltz and McCliment, Inc. received the highest score by the evaluation committee and will be awarded the Professional Architectural/Engineering Services for the renovation of the courtyard plaza at City Hall, 90 West Broad Street contract.

Fiscal Impact: This legislation authorizes an expenditure of $380,000.00 from the Construction Management Capital Improvement Fund with Orchard, Hiltz and McCliment, Inc. for a professional services contract related to the renovation of the courtyard plaza at City Hall. The Department of Finance and Management budgeted $400,000.00 within the Construction Management Capital Improvement Fund for said project.

WHEREAS, the Office of Construction Management solicited Requests for Proposals for Professional Services for renovation of the courtyard plaza at City Hall, 90 West Broad Street; and
WHEREAS, after evaluating the RFP’s, the Finance and Management Director is recommending a contract award to Orchard, Hiltz and McCliment, Inc.; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Finance and Management to authorize the Director to enter into a contract, on behalf of the Office of Construction Management, with Orchard, Hiltz and McCliment, Inc. for professional services for renovation of the courtyard plaza at City Hall, 90 West Broad Street; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is hereby authorized to enter into a contract, on behalf of the Office of Construction Management, with Orchard, Hiltz and McCliment, Inc. for professional services for the renovation of the courtyard plaza at City Hall, 90 West Broad Street.
SECTION 2. That the expenditure of $380,000.00, or so much thereof as may be necessary in regard to the action authorized in SECTION 1, is hereby authorized within Fund 7733, Construction Management Capital Improvement Fund in Object Class 06 - Capital Outlay per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications.
SECTION 5. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
