Explanation
Need: The Columbus Health Department has a need to update the facility signage at 240 Parsons Avenue because of the name change to Columbus Public Health. On October 3, 2008, Solicitation No. SO030109 was placed on the City of Columbus Vendor Services website for three days. All vendors registered with the City for sign fabrication services were solicited for bids. The solicitation stated that Columbus Public Health is seeking bids for the immediate purchase and installation of new facility signage at 240 Parsons Avenue.
Hanover Signs, Inc., a local, white male-owned business, was the only bidder. Their contract compliance number is 311329510 and expires on October 1, 2010. This capital construction service contract is being awarded to Hanover Signs, Inc., in the amount of $881 as the lowest, responsive, responsible bidder in accordance with Section 329.08 of the Columbus City Code.
Because the bids are only valid for 45 days from the bid closing date (valid through Nov. 9), this legislation is submitted as an emergency. The total amount of this expenditure is $881.00.
Fiscal Impact: Monies are available for this purchase within the Voted 1999, 2004 Health Department Bonds Fund, Fund No. 706, and are provided for in the 2008 Capital Improvements Budget.

WHEREAS, because of a name change to Columbus Public Health, the Board of Health has a need to update the facility signage at 240 Parsons Avenue; and
WHEREAS, bids were sought through the City's Vendor Services webpage, via Solicitation No. SO030109, and only one vendor responded, Hanover Signs, Inc.; and
WHEREAS, the need for this upgraded signage is critical to the efficient operations of the 240 Parsons Avenue facility; and
WHEREAS, an emergency exists in the daily operations of the Department of Health in that it is immediately necessary to enter into a contract for the purchase of new facility signage for the Health Department's 240 Parsons Avenue facility for the immediate preservation of the public peace, property, health, safety and welfare, now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized and directed to enter into a contract with Hanover Signs, Inc., in the amount of $881 for the purchase and installation of new signage for the Health Department's 240 Parsons Avenue facility.
SECTION 2. That the expenditure of $881.00 is hereby authorized from the Voted 1999, 2004 Health Department Bonds Fund, Fund No. 706, Project No. 570053-100000, Department of Health, Division No. 50, Object Level One 06, Object Level Three 6620, OCA No. 501713.
SECTION 3. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.
SECTION 5. That for reasons stated in the preamble hereto, which is hereby made a part thereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
