Explanation
1. BACKGROUND
This ordinance authorizes the Director of Public Service to execute a contract modification with LAZ Parking Midwest, LLC dba LAZ Parking Ltd., LLC (LAZ) to facilitate the continued provision of off-street parking management services at City-owned off-street parking facilities.
Pursuant to Ordinance 3148-2021, the Director of Public Service executed a professional services contract with LAZ for the provision of off-street parking management services.
Ordinance 2360-2022 authorized the execution of a contract modification between the parties for the purposes of expanding the scope of services to include the surface lot located at 151 N. Garfield Avenue, extending the original contract term through April 30, 2025, and authorizing the encumbrance and expenditure of additional funding to provide for services through the end of 2022.
Ordinance 0979-2023 authorized the execution of second contract modification between the parties for the purpose of authorizing the encumbrance and expenditure of additional funding to provide for services through the spring of 2024.
Ordinance 2978-2023 authorized the execution of a third contract modification between the parties for the purpose of authorizing the encumbrance and expenditure of additional funding to due to anticipation of a shortfall in available operational funding appropriated to support said services.
Ordinance 1752-2024 authorized the execution of a fourth contract modification between the parties for the purpose of authorizing the encumbrance and expenditure of additional funding due to an anticipation of a shortfall in available operational funding appropriated to support said services.
Ordinance 0604-2025 authorized the execution of a fifth contract modification between the parties for the purpose of authorizing the encumbrance and expenditure of additional funding to support services through March 31, 2026.
This legislation seeks to authorize the execution of a sixth contract modification between the parties for the purpose of authorizing the encumbrance and expenditure of additional funding to support services through March 31, 2027.

This contract modification will continue off-street parking management services at City-owned facilities through March 31, 2027, after which the Department of Public Service, Division of Mobility and Parking Services, intends to pursue a new multi-year service contract following a competitive procurement process planned for later this year.
How cost of modification was determined:
The funding needed to support the proposed contract modification reflects the estimated annualized cost to sustain the continuation of off-street parking management services at City-owned off-street parking facilities through March 31, 2027.
2. CONTRACT COMPLIANCE
The contract compliance number for LAZ Parking Ltd., LLC is CC025564, which has expired. The vendor will need to become compliant prior to contract execution.
3. FISCAL IMPACT
Funding in the amount of $2,600,000.00 is available within the Mobility Enterprise Operating Fund for this expenditure.
5. EMERGENCY DESIGNATION
Emergency action is requested to facilitate the execution of the requisite contract modification prior to the end of the current contract modification term on March 31, 2026, so as to prevent an interruption in services.

WHEREAS, Ordinance 3148-2021 authorized the execution of a service contract between the Department of Public Service and LAZ Parking Ltd., LLC (LAZ), for the provision of off-street parking management services at City-owned off-street parking facilities; and
WHEREAS, Ordinance 2360-2022 authorized the execution of a contract modification between the parties for the purposes of expanding the scope of services to include the surface lot located at 151 N. Garfield Avenue, extending the original contract term through April 30, 2025, and authorizing the encumbrance and expenditure of additional funding to provide for services through the end of 2022; and
WHEREAS, Ordinance 0979-2023 authorized the execution of second contract modification between the parties for the purpose of authorizing the encumbrance and expenditure of additional funding to provide for services through the spring of 2024; and
WHEREAS, Ordinance 2978-2023 authorized the execution of a third contract modification between the parties for the purpose of authorizing additional funding to provide for services through the first half of 2024; and
WHEREAS, Ordinance 1752-2024 authorized the execution of a fourth contract modification between the parties for the purpose of authorizing additional funding to provide for services through March 31, 2025; and
WHEREAS, Ordinance 0604-2025 authorized the execution of a fifth contract modification between the parties for the purpose of authorizing additional funding to provide services through March 31, 2026; and
WHEREAS, it is now necessary to modify the Off-Street Parking Management Services contract to add funding for the continued operation of the City’s off-street parking locations through March 31, 2027; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, in that it is immediately necessary to authorize the passage of this legislation to facilitate the execution of the requisite contract modification as soon as reasonably practicable so as to prevent an interruption in services, thereby preserving the public health, peace, property, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Service be and is hereby authorized to execute a contract modification, terminating March 31, 2027, with LAZ Parking Midwest, LLC dba LAZ Parking Ltd., LLC , to facilitate the continued provision of off-street parking management services at City-owned off-street parking facilities by adding additional funding to the existing contract.
SECTION 2. That the expenditure of $2,600,000.00, or so much thereof as may be needed, is authorized in Fund 6500 (Mobility Enterprise Operating Fund), Subfund 650001 (Mobility Enterprise), Dept-Div 59-06 (Parking Services), in Object Class 03 (Services) per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That for the reasons stated in the preamble hereto, which is made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
