Explanation

 

Background

This ordinance authorizes the Director of the Department of Neighborhoods to enter into grant agreement with not-for-profit corporation, EPIC Youth.  EPIC Youth is a mentoring and empowerment organization dedicated to equipping young people with the leadership, academic, and professional skills they need to succeed. Through mentorship, hands-on learning experiences, and dynamic programs, EPIC Youth empowers students to build confidence, develop strong character, and prepare for their future careers.

EPIC Youth is seeking grant funds to partner with Grades Plus Game (G2), a non-profit corporation, to extend their reach from in-school programming into after-school engagement through the EPIC Youth Boys of ICE x Grades + Games School Program.  G2 is an innovative math and science program that integrates academics with physical activity through sports and cooperative games empowering students to excel academically while developing athletic potential, celebrating both academic growth and personal improvement.  The combination of EPIC Youth’s in-school mentoring and leadership development with G2’s after-school academic and athletic programming, can create a full-circle model that motivates students to meet academic and behavior goals.

The services cannot be provided by existing city employees because these services are beyond the City’s current responsibility and capacity to provide.

Fiscal Impact: This ordinance authorizes the expenditure of  $12,500.00 from the General Fund.

Title

 

To authorize the Director of the Department of Neighborhoods to enter into grant agreements with not-for-profit agency EPIC Youth in support of Boys of ICE x Grades + Games School Program; to authorize the expenditure from the General Fund for programming. ($12,500.00)

 

Body

 

WHEREAS, there is a need to support programming for middle school boys which builds a strong foundation in leadership, accountability and resilience; and

WHEREAS, comprehensive in-school programming and after-school engagement will motivate students to meet academic and behavioral goals; and

WHEREAS, such expenditure of funds has been accounted for within the 2025 budget; and

WHEREAS, it has become necessary in the usual daily operation of the Department of Neighborhoods to authorize the Director to enter into a grant agreement with EPIC Youth; now, therefore,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That the Director of the Department of Neighborhoods is authorized to enter into a grant agreement with not-for-profit agency EPIC Youth in support of Boys of ICE School Program:

 

SECTION 2. That the expenditure of $12,500.00, or so much thereof as may be needed, is authorized in Fund 1000, Dept-Div 48-01, in object class 05 (Grants) per the accounting codes in the attachment to this ordinance.

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
