Explanation
BACKGROUND: This ordinance authorizes the Finance and Management Director to renew a custodial services contract with K&M Kleening Service, Inc. at the Health Department building, located at 240 Parsons Avenue in the amount of $299,880.00. The extension is for the period October 21, 2007 through October 20, 2008. The original contract was authorized by Ordinance 1359-2006, passed August 2, 2006. The original contract was for the period October 21, 2006 through October 20, 2007, with four annual renewal options. This is the first of those four renewal options.
Emergency action is requested so that custodial services may continue without interruption, thereby ensuring that the accreditation with the Joint Commission for the Accreditation of Health Care Organizations (JCAHO) does not lapse.
Fiscal Impact: The Facilities Management Division budgeted $299,880.00 for this contract in the 2007 budget. The cost of this contract in 2006 was $297,743.00.

To authorize the Finance and Management Director to extend a contract for the Facilities Management Division with K&M Kleening Service, Inc. for custodial services at the Columbus Health Department, 240 Parsons Avenue; to authorize the expenditure of $299,880.00 from the General Fund; and to declare an emergency. ($299,880.00).

WHEREAS, it is necessary to extend a contract for custodial services at the Columbus Health Department, and
WHEREAS, K&M Kleening Service, Inc. was selected through a formal bidding process, and
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Facilities Management Division, in that it is immediately necessary to authorize the Finance and Management Director to extend a contract with K&M Kleening Service, Inc., so that custodial services can continue at the Health Department facility uninterrupted, thereby preserving the public health, peace, property, safety and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is hereby authorized to extend a contract with K&M Kleening Service, Inc. for professional custodial services at the Columbus Health Department from October 21, 2007 through October 20, 2008.
SECTION 2. That the expenditure of $299,880.00, or so much thereof that may be necessary is hereby authorized and approved as follows:

SECTION 3.
