Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish three (3) Universal Term Contracts (UTC) for the option to purchase Traffic Signal Detector Equipment with Path Master Inc., Baldwin & Sours Inc. and Iron Armour LLC. The Division of Traffic Management is the sole user for signal detectors. Traffic Signal detector items are used to detect the number of vehicles that are on the roadways to trigger traffic signals. The term of the proposed option three (3) contracts would be approximately two years, expiring January 31, 2027, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on October 10, 2024. In addition, the expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO002726.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ028656). Three (3) bids were received.
The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:
Path Master Inc., CC# 006583 expires 12/6/2024, Items #1, 2, 6, 8, 9, 10B, 12 & 13, $1.00
Baldwin & Sours Inc., CC# 004700 expires 9/4/2026, Items# 3, 4, 5, 10A, & 14-17, $1.00
Iron Armour LLC., CC# 019943 expires 11/13/2026, Items# 18-31, $1.00
No bids were received on items# 1, 11 & 32. These will need to be bid as needed.
Total Estimated Annual Expenditure: $550,000.00, Division of Traffic Management, the sole user
The companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
FISCAL IMPACT: The expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO002726. City Agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.

WHEREAS, the Traffic Signal Detector Equipment UTC will provide for the purchase of video detector equipment and the operating systems to support signal detectors used at traffic intersections throughout the City; and,
WHEREAS, the Purchasing Office advertised and solicited formal bids on October 10, 2024 and selected the overall lowest, responsive, responsible and best bidders; and
WHEREAS, it has become necessary in the daily operation of the Department of Public Service to authorize the Director of Finance and Management to enter into three (3) Universal Term Contracts for the option to purchase Traffic Signal Detector Equipment; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is hereby authorized to enter into the following three (3) Universal Term Contracts for the option to purchase Traffic Signal Detector Equipment in accordance with Request for Quotation RFQ028656 for a term of approximately two (2) years, expiring January 31, 2027, with the option to renew for one (1) additional year, as follows:
Path Master Inc., Items #1, 2, 6, 8, 9, 10B, 12 & 13, $1.00
Baldwin & Sours Inc., Items# 3, 4, 5, 10A, & 14-17, $1.00
Iron Armour LLC., Items# 18-31, $1.00
SECTION 2. That the expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO002726 of this ordinance to pay the cost thereof.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
