CITY DEPARTMENTS' RECOMMENDATION: Approval. The site is developed with a used car lot and an automotive repair facility in the C-4, Commercial and C-5, Commercial districts. The requested rezoning to L-C-4, Limited Commercial District will bring the site under one zoning district and allow limited commercial uses at this location. The site is located within the boundaries of the Northland 1 Area Plan (2014), which recommends “Commercial (Neighborhood)” land uses for this location. The development text commits to a site plan, and includes supplemental development standards addressing building and parking setbacks, access, landscaping and screening, and building design. Staff supports the proposed use as it is consistent with the existing zoning pattern along this portion of Schrock Road, which includes a mix of commercially-oriented uses.

WHEREAS, application #Z24-011 is on file with the Department of Building and Zoning Services requesting rezoning of 0.72± acres from C-4, Commercial District and C-5, Commercial District, to L-C-4, Limited Commercial District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of said zoning change because the proposed use is consistent with the existing zoning pattern along this portion of Schrock Road, which includes a mix of commercial oriented uses; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance #0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:
1429 SCHROCK RD. (43229), being 0.72± acres located at the southeast corner of Schrock Road and Ambleside Drive, and being more particularly described as follows:
Situated in the State of Ohio, County of Franklin, City of Columbus, located in Quarter Township 4, Township 2, Range 18, United States Military Lands and containing 0.718 acres out of the northwest corner of Lot No. 118 of DEVONSHIRE NORTH as the same is shown and delineated upon the recorded plat thereof in Plat Book 43, pages 58 and 59, Recorder’s Office, Franklin County, Ohio, and being more particularly described as follows:
Beginning at a point in the easterly line of Ambleside Drive, said point being the P.T. of a 430 feet radius curve to the left, which point is also 112.40 feet southerly and perpendicular to the centerline of Schrock Road;
Thence with the easterly line of Ambleside Drive, N 2 deg. 34’ 17” E, 32.40 feet to a point at the P.C. of a 20 feet radius curve to the right;
Thence to the right with the arc of said 20 feet radius curve (Delta = 90 deg. 00’ 00”, Tangent - 20.00 feet, chord = 28.28 feet) to the P.T. of said curve at a point in the southerly line of said Schrock Road;
Thence with the southerly line of Schrock Road, S 87 deg. 25’ 43” E, 155.00 feet to a point;
Thence S 2 deg. 34’ 17” W, 175.00 feet to a point;
Thence N 87 deg. 25’ 43” W, 192.85 feet to a point in the easterly line of the aforementioned Ambleside Drive, said point also being a point on the 430 feet radius curve to the left;
Thence to the left with the arc of said 430 feet radius curve (sub-delta = 16 deg. 33’ 57”, Tangent = 62.60 feet, chord = 123.89 feet and bears N 10 deg. 51’ 16” E) to the place of beginning containing 0.718 acres.

1. INTRODUCTION: The subject site is located on the south side of Schrock Road east of the intersection with Ambleside Drive. It contains an original building as shown on the site plan of record for Zoning Application #Z80-119. The site is bounded by apartments to the north and west are apartments, to the south are personal storage units and to the east are commercial uses. The property is currently developed with a retail building that houses an automobile dealership and a car repair facility.
2. PERMITTED USES: Allowable uses shall be those permitted by Sections 3356 of the Columbus City Code. However, no building or premise shall be used, constructed, erected, arranged, designed or intended to be used as a cabaret, night club, dance hall, pub, bar, private club, poolroom, animal shelter, blood and organ banks, check cashing and loans, halfway house, missions/temporary shelters, monopole telecommunications antennas, motorcycle, boat and other motor vehicle dealers (not including new car dealers), pawn brokers, truck, utility trailer, and RV (Recreational Vehicle) Sales, Rental and Leasing and there shall not be erected any off premise graphics or billboards.
3. DEVELOPMENT STANDARDS: Except as otherwise noted herein, the applicable development standards of Chapters 3356 shall apply.
A. Setback Commitments.
1. The building setback off of Schrock shall be 60’ and 30’ off Ambleside Drive
2. The parking setback shall be 10’ for both Schrock Road and Ambleside Drive.
B. Access, Loading, Parking, and/or Other Traffic Related Commitments.
This site is currently developed. The access shall remain as depicted on the attached Site Plan. Access shall be provided in two locations along the north side of the site from Ambleside Drive circulation drive and the Schrock curbcut.
C. Buffering, Landscaping, Open Space, and/or Screening Commitments.
Dumpsters and/or propane tanks shall be screened to a height of six (6) feet.
D. Building Design and/or Interior- Exterior Treatment Commitments.
1. The building and dumpster enclosure shall be constructed with wood or metal materials.
E. Lighting, Outdoor Display Areas, and/or other Environmental Commitments.

F. Graphics and/or Signage Commitments.
All graphics and signage shall comply with the Graphics Code, Article 15, Title 33 of the Columbus City Code and any variance to those requirements will be submitted to the Columbus Graphics Commission for consideration.
The subject site shall be developed in accordance with the site plan. The site plan may be slightly adjusted to reflect engineering, topographical or other site date developed at the time of development and when engineering plans are completed. Any slight adjustment to the plan shall be reviewed and may be approved by the Director of the Department of Development or his designee upon submission of the appropriate data regarding the proposed adjustment. “Auto Storage” areas as shown on the site plan are only for display of automobiles to be sold or for automobiles awaiting repair.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
