Explanation
BACKGROUND: The Northeast Area Plan updates and replaces the City of Columbus 1994 Northeast Area Plan and Northeast Area Action Plan for 2000. It applies to the Northeast Area Commission boundary, which is the area bounded by Morse Road on the north, I-270 on the east, I-670/Alum Creek/Mock Road/Hudson Road on the south, and the abandoned railroad right-of-way located to the west of Westerville Road on the west. An update to the 1994 Northeast Area Plan was initiated at the request of the Northeast Area Commission. A Working Committee consisting of various stakeholders in the neighborhood was formed and met on a monthly basis from March 2006 to April 2007 to provide input and guidance. Additional meetings were held during this time frame with stakeholders, including property owners and other representatives, to develop the Agler Cassady Mixed-Use Center concept and other details of the plan. A complete draft plan was formed in the spring of 2007. After recommendation by the Working Committee, an open house was held in April of 2007 to allow for broader public input. On May 3, 2007, the Northeast Area Commission unanimously voted to recommend the draft to the City Development Commission. The Development Commission reviewed the plan on June 28, 2007 unanimously voted to recommend its adoption to City Council.

Title
To adopt the Northeast Area Plan as a guide for development, redevelopment, and the planning of future public improvements.
Body
WHEREAS, the Northeast Area Plan is intended to serve as a guide for development, redevelopment, and the planning of future public improvements; and
WHEREAS, the Northeast Area Plan Working Committee guided the development of the Northeast Area Plan; and
WHEREAS, committee meetings, presentations, open houses, and public presentations were conducted as part of the public planning process; and
WHEREAS, the recommendations of the Northeast Area Plan address zoning and land use issues, infrastructure needs, and other community priorities; and
WHEREAS, the Northeast Area Commission has endorsed the Plan and recommended adoption by City Council; and
WHEREAS, after public notice, public hearings were held at which the Development Commission approved the Northeast Area Plan and recommended its adoption to City Council; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Northeast Area Plan is hereby adopted to establish guidelines for development, redevelopment, and the planning of future public improvements.
Section 2. That all city of Columbus departments and divisions are hereby authorized and directed to use the Northeast Area Plan in initiating or reviewing projects within the planning area or adjacent areas and require that such projects generally conform to the plan.
Section 3. That the Department of Development is directed to monitor the use of the Northeast Area Plan, and to present to City Council any amendments necessary to keep the plan up-to-date.
Section 4. That copies of the Northeast Area Plan shall be kept on file in the Department of Development, Planning Division.
Section 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
