Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Utilities to enter into contract with Nickolas M. Savko & Sons, Inc., for the construction services associated with the Rose Run North Subtrunk, Locust Alley South Sewer Extension Project, and to pay a maximum of $96,111.60. This ordinance also requests authority to expend up to $20,000.00 with the Department of Transportation for construction administration, inspection and prevailing wage coordination services.
This is the second of two projects within Locust Alley. The north section was recently completed under separate contract.
2. FISCAL IMPACT:
The project accounts, from which funds are being transferred within this ordinance, are residual funds from projects that will be funded through an OWDA Loan.

WHEREAS, the Director of Public Utilities publicly opened and read four competitive bids for the construction of the Rose Run North Subtrunk, Locust Alley South Sewer Extension Project received on January 28, 2004; and
WHEREAS, it is necessary for City Council to authorize the Director of the Department of Public Utilities to award and execute a contract and to fund the payment of construction administration services for the Rose Run North Subtrunk, Locust Alley South Sewer Extension Project; and to authorize the transfer of the required funds within the 1991 Voted Sanitary Bond Fund; at the earliest practicable date, now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the City Auditor is hereby authorized and directed to appropriate a total of $116,111.60 within the 1991 Voted Sanitary Bond Fund No. 664 as follows:

Section 2. That the City Auditor is hereby authorized and directed to transfer $116,111.60 from within the 1991 Voted Sanitary Bond Fund No. 664, for the Division of Sewerage and Drainage as follows:

Section 3. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
Section 2. That the Director of Public Utilities be, and hereby is, authorized to award and execute a contract for construction of the Rose Run North Subtrunk, Locust Alley North Sewer Extension Project, with the lowest and best bidder, Nickolas M. Savko & Sons Company, Inc., 4636 Shuster Road, Columbus, Ohio 43214, in the amount of $96,111.60 in accordance with the terms and conditions of the Contract on file in the office of the Division of Sewerage and Drainage; to obtain the necessary construction inspection and prevailing wage coordination services and to pay up to a maximum of $20,000.00 therefore.
Section 3. That for the purpose of paying the cost of construction contract, together with inspection and prevailing wage coordination services for the improvements, the expenditure of $116,111.60, or as much thereof as may be needed, is hereby authorized within the 1991 Voted Sanitary Bond Fund No. 664| Project: Rose Run North Subtrunk| Proj. No.: 650474| OCA Code 664474| Object Level Three No.: 6630| Amount:$116,111.60.
Section 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
