Explanation
Background:
This legislation amends the 2007 Capital Improvements Budget, in the amount of $400,000.00 to purchase services and goods for the Human Resource Information System (HRIS). In June of 2007, City Council passed ordinance #0733-2007, associated with the 2007 Capital Improvements Budget. The Department of Finance and Management, Purchasing Office on behalf of the Department of Technology has solicited and received proposals for the purchase and implementation of a new human resources information system that provides critical functionality currently associated with the current payroll/personnel and various "in-house" systems in order to replace the aged and out-dated system. Passage of this ordinance will ensure there are sufficient funds for the necessary purchase of goods and services.
Fiscal Impact: The total amount of this Capital Improvements Budget amendment is $400,000.00. This project currently has carryover funding in the amount of $600,000.00 and the Department of Technology submitted a request for an additional $1,600,000.00 to be included in the next Bond Sale. With the Request for Proposals being received it has been determined that an additional $400,000.00 in bonds will need to be sold for this project, bringing the total amount of the project to $2,600,000.00. This amendment and subsequent inclusion in the next Bond Sale will ensure that there are sufficient funds to secure the necessary goods and services associated with the HRIS purchase plan.
Emergency: Emergency action is requested so that proper accounting methods are maintained, and that appropriation authority and funding is available when needed.

WHEREAS, the Department of Finance and Management, Purchasing Office on behalf of the Department of Technology has solicited and received proposals for the purchase and implementation of a new Human Resources Information System (HRIS) that provides critical functionality currently associated with the current payroll/personnel and various "in-house" systems in order to replace the aged and out-dated system, and
WHEREAS, with the Request for Proposals being received it has been determined that additional funds are needed for the HRIS project, and that an additional $400,000.00 in funding needs to be included when the bonds for this project are sold, and
WHEREAS, this ordinance amends the 2007 Capital Improvements Budget, Ordinance #0733-2007, and
WHEREAS, an emergency exists in the usual daily operation of the Department of Technology in that it is immediately necessary to amend the 2007 Capital Improvements Budget in order to enable that proper accounting methods are maintained, and that appropriation authority is available when needed for the purchase of goods and services associated with the HRIS project, thereby preserving the public health, peace, property, safety, and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY COLUMBUS:
Section 1. That the 2007 Capital Improvements Budget is hereby amended as follows:

Section 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
