Background
 
The Transportation Division is responsible for routine and emergency maintenance and rehabilitation of the roadway system, snow and ice removal and control operations, the inspection of various construction projects affecting this system and the installation and maintenance of roadway signage and lighting.  
 
To meet these responsibilities, the Division employs an extensive and varied fleet of vehicles.  In order to maximize utility of the fleet, it is necessary that these vehicles be equipped with radios.  This enables greater coordination of fleet units by enhancing the ability of supervisors to dispatch vehicles to needed locations at a moment's notice.  This is of particular importance during periods of emergency street repair and snow and ice removal operations.
 
The Division utilizes an 800 MHz radio system operated by the Franklin County Radio System and coordinated by the Central Ohio Communication Advisory Committee.  This legislation authorizes the expenditure of $76,850.00 to pay for the use of this system.
 
Fiscal Impact:  Funds for this expenditure are budgeted in the amount of $76,850.00 within the Transportation Division's 2006 Street Construction, Maintenance and Repair Fund appropriation.  This expenditure is a slight increase form last year's $75,000.00 that was authorized by Ordinance 0380-2005 passed by City Council March 21, 2005.
 
Emergency passage is requested to ensure that funds are available in a timely manner and that the service is uninterrupted.

Body
WHEREAS, the Transportation Division is responsible for routine and emergency maintenance and rehabilitation of the roadway system and for the inspection of various construction projects affecting this system; and
 
WHEREAS, it is necessary that these vehicles be equipped with 800 MHz radios; and
 
WHEREAS, the Transportation Division has entered into an agreement with Franklin County to gain access to their 800 MHz communications system; and
WHEREAS, an emergency exists in the usual daily operation of the Transportation Division in that it is immediately necessary to pay communication fees to Franklin County, thereby preserving the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That for the purpose of paying for the use of the Franklin County 800 MHz radio system for the Transportation Division, the Public Service Director be and hereby is authorized to expend $76,850.00 or so much thereof as may be needed from the Street Construction, Maintenance and Repair Fund, Fund 265, Department No. 59-09, Transportation Division, Organization Cost Account Code 599139, Object Level One Code 03, Object Level Three Code 3321 in the amount of  Seventy-six thousand, eight hundred fifty dollars and 00/100 ($76,850.00.)
SECTION 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
