Title: To authorize the appropriation of $10,000.00 within the Jobs Growth Fund; to authorize the transfer of $10,000.00 from the Jobs Growth Fund to the General Fund; to authorize the appropriation of $10,000.00 from the General Fund to the Department of Development; to authorize the Director of the Department of Development to amend the existing contract with the Central Ohio Minority Business Association (COMBA) for administrative costs associated with programs and services for start-up and emerging businesses; to authorize the expenditure of $10,000.00 from the General Fund; and to declare an emergency. Explanation
BACKGROUND: The Department of Development desires to amend the existing contract with The Central Ohio Minority Business Association (COMBA) for the purpose of providing additional funds for the administrative costs associated with programs and services for start-up and emerging businesses. Columbus City Council, on November 14, 2011, per Ordinance 1875-2011, authorized the Director of Development to enter into a contract with COMBA for a sum not to exceed $37,500. An additional $10,000 has been identified from the Jobs Growth Fund to assist COMBA in administrative cost associated with programs and services to start-up and emerging businesses.  
 
The Central Ohio Minority Business Association (COMBA) is a non-profit organization founded in 1978. Through its programs and services, entrepreneurial development assistance and high-end business consulting, assistance is provided to start-up and emerging business owners.
During the last four years COMBA has provided one-to-one consulting services to over 3000 existing and potential business persons. From these businesses, over 265 jobs were created and 493 jobs retained. The business owners were also awarded contracts in the amount of $23,447,185; and awarded loans in the amount of $7,219,586. Over 268 conferences and workshops were facilitated with over 7,333 participants in attendance.
Emergency action is requested to allow COMBA to continue providing services to start-up and emerging businesses without interruption.
 
FISCAL IMPACT: $10,000 has been allocated from the 2012 Jobs Growth Fund for this initiative.

Body
WHEREAS, the Central Ohio Minority Business Association (COMBA) is a non-profit organization founded in 1978; and
WHEREAS, COMBA provides entrepreneurial development assistance and high-end business consulting to start-up and emerging business through its programs and services; and
WHEREAS, COMBA services are provided at "no cost" to the client and all services are provided on a non-discriminatory basis; and
WHEREAS, $10,000 is available from the 2012 Jobs Growth Fund for administrative costs for COMBA; and
WHEREAS, COMBA desires to amend its existing contract with the City of Columbus for the purpose of adding the additional $10,000 for administrative costs associated with programs and services for start-up and emerging businesses; and
 
WHEREAS, emergency action is requested to allow COMBA to continue providing services to start-up and emerging businesses without interruption; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to appropriate and expend funds for administrative costs associated with COMBA, all for the immediate preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1.      That from the unappropriated monies in the Jobs Growth Fund, Fund 015, and from all monies estimated to come into said Fund from any and all sources for the period ending December 31, 2012, the sum of $10,000.00 is hereby appropriated to the City Council, Division 20-01, Object Level One 10, Object Level Three 5501, OCA Code 200115.
Section 2.      That the City Auditor be and is hereby authorized and directed to transfer $10,000 from the Jobs Growth Fund to the General Fund, as follows:
From: Jobs Growth Fund, Fund 015, City Council, Division 20-01, OCA Code 200115, Object Level One 10, Object Level Three 5501
To: General Fund, Fund 010, Department of Development, Division  44-02, OCA Code 440314, Object Level One 03, Object Level Three 0886
Section 3.      That from the unappropriated monies in the General Fund, Fund No. 010, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2012, the sum of $10,000.00 is hereby appropriated to the Department of Development, Division 44-02, Object Level One 03, Object Level Three 3336, OCA Code 440314.
Section 4.      That the Director of Development is hereby authorized and directed to amend the contract with The Central Ohio Minority Business Association (COMBA) by increasing the contract amount by $10,000 for the purpose of administrative costs associated with programs and services for start-up and emerging businesses.
 
Section 5.      That for the purpose stated in Section 4, the expenditure of $10,000.00 from the General Fund, Fund 010, Development Department, Division 44-02, OCA Code 440314, Object Level One 03, Object Level Three 3336 is hereby authorized.
Section 6.      That this contract amendment is in accordance with 329.16 of the Columbus City Codes, 1959.
 
Section 7.      That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
