BACKGROUND
Need: The purchase of a new Rollback Wrecker (Police Wrecker) is needed for the additional towing services that the Division will incur once the process of shifting the towing services from independent contractors to division's own personnel.
Bid Information: The Purchasing Office opened formal bids on April 1, 2004, Bid #SA001073GRW. Six bidders responded as follows:

Emergency Designation: Emergency legislation is requested because of the need to acquire the wrecker in a timely manner to begin in-house towing services.
FISCAL IMPACT
$230,000.00 has been transferred within the General Permanent Improvement Fund for the purchase of police impounding vehicles.

To authorize and direct the Finance Director to enter into a contract for the purchase of a Rollback Wrecker from Bob McDorman Chevrolet, Inc. for the Division of Police, to authorize the expenditure of $58,669.00 from the General Permanent Improvement Fund; and to declare an emergency. WHEREAS, bids for the purchase of a Rollback Wrecker for the Division of Police Impound Lot was opened by the Purchasing Office on April 1, 2004; and
WHEREAS, there is a need to purchase a new wrecker for the additional towing services that division personnel will now be doing; and
WHEREAS, a contract will be awarded to the lowest and best bidder meeting specification, Bob McDorman Chevrolet, Inc. for the purchase of a Rollback Wrecker; and
WHEREAS, emergency legislation is requested in order to acquire the wrecker in a timely manner to begin in-house towing services; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to purchase a Rollback Wrecker thereby preserving the public peace, property, health, safety and welfare; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
Section 1. That the Finance Director be and is hereby authorized and directed to enter into contract with Bob McDorman Chevrolet, Inc. for the purchase of a Rollback Wrecker for the Division of Police, Department of Public Safety, based on their bid being the lowest and best bid per specifications received.
Section 2. That the expenditure of $58,669.00 or so much there as may be needed, be and the same is hereby authorized as follows:

Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
