Explanation

BACKGROUND: The Women, Infants and Children (WIC) Program is a supplemental nutrition program for women (pregnant, postpartum and breastfeeding), infants, and children under five years of age administered in Franklin County by Columbus Public Health with grant funds received from the Ohio Department of Health (ODH).

 

This legislation authorizes the Director of Development to enter into two short-term lease agreements with Franklin County Board of Commissioners on behalf of Franklin County Department of Job and Family Services for Columbus Public Health, Women Infants and Children (WIC) Program’s use of medical office space within Job and Family Services location at 1055 Mount Vernon Avenue and shared flex space within Job and Family Services location at 1721 Northland Park Avenue, Room 132 A.

 

Fiscal Impact: No funds are required for the initial term

 

Emergency Action: is requested in order to avoid a delay in patient services and allow for use of the spaces as quickly as possible so program services provided to the community can continue without significant interruption.

Body

WHEREAS, the WIC clinic located at 5770 Karl Road is scheduled to close on June 30, 2026; and

 

WHEREAS, Franklin County Board of Commissioners has offered the use of suitable medical office and shared flex space within Franklin County Department of Job and Family Services; and

 

WHEREAS, it is necessary to authorize the Director of Development to enter into two short-term lease agreements with Franklin County Board of Commissioners for the use of medical office space within 1055 Mount Vernon Avenue, Columbus Ohio 43203 and shared flex space within 1721 Northland Park Avenue, Room 132 A, Columbus Ohio 43229; and

 

WHEREAS, an emergency exists in the usual daily operations of the Department of Development, in that it is immediately necessary to authorize the Director of Development to execute those documents necessary to enter into two agreements with the Franklin County Board of Commissioners on behalf of Franklin County Department of Job and Family Services to avoid a delay in patient services, for the immediate preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

 

SECTION 1.  That the Director of the Department of Development be, and hereby is, authorized to execute two short-term lease agreements not to exceed one year, as prepared and approved by the City Attorney's Office, Division of Real Estate, by and between the City of Columbus and Franklin County Board of Commissioners on behalf of the Franklin County Department of Job and Family Services for use of medical office space within 1055 Mount Vernon Avenue, Columbus Ohio 43203 and shared flex space within 1721 Northland Park Avenue, Room 132 A, Columbus Ohio 43229.

 

SECTION 2. That the terms and conditions of the Lease Agreement shall be in a form prepared and approved by the Department of Law, Division of Real Estate including an initial lease term of up to one year with renewals each subject to subsequent legislation of Council.

 

SECTION 3. That there are no funds required in the initial term described in Section 2.

 

SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
