Background: This ordinance authorizes the Director of the Recreation and Parks Department to modify existing contracts with Accenture LLP DBA Accenture Infrastructure and Capital Projects, LLC to provide professional services associated with the Case Road Park Project. The modification amount is $629,274.12 with a contingency of $80,025.88, for a total of $709,300.00 being authorized by this ordinance.
This modification was expected and will provide additional services that will ensure the construction activities that take place on the project represent the direction and intent of the approved design.
The original project completion date of the project was December 25, 2026. The modified project completion date, as a result of the proposed modification, will be August 27, 2027.

Why Additional Services Were Not Foreseen: These were planned contract modifications for construction administration services.
Why It Is Not In The Best Interest For The City To Award Additional Services Through Another Procurement Process: It is in the best interest of the City to award additional services through the existing contract due to the current vendor's in-depth understanding of the project needs and was anticipated under the initial contract.
How The Price For The Additional Services Was Determined: The fees for additional work under the modification was negotiated based on the existing contract agreements.

Emergency Justification: Emergency action is requested in order to keep the construction work on schedule for completion by August 2027.
Benefits to the Public: Case Road Park will be one of the major greenspaces for the northwest region of the City of Columbus. The scale of this park will accommodate a wide range of passive and active recreation for all ages. The park will be designed to maximize walking access, biking access, and take advantage of the close proximity to Carriage Place Community Center.
Community Input/Issues: The Northwest Civic Association has been extensively engaged since 2017 with the Recreation and Parks Department in the acquisition and development of this greenspace.

Master Plan Relation: This project will support the Recreation and Parks Master Plan by providing quality parks and trails while adding connectivity for residents of all ages.
Fiscal Impact: The expenditure of $200,000.00 was legislated for the Case Road Park Project by Ordinance 2967-2025. This ordinance will provide funding that will modify the previously authorized amount by $709,300.00. $709,300.00 is budgeted and available from within the Recreation and Parks Voted Bond Fund 7702 to meet the financial obligations of this contract modification. The aggregate total amount authorized, including this modification, is $909,300.00.

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to modify an existing contract with Accenture LLP DBA Accenture Infrastructure and Capital Projects, LLC to provide professional services associated with the Case Road Park Project; and
WHEREAS, it is necessary to authorize the transfer of $609,300.00 within the Recreation and Parks Voted Bond Fund 7702; and
WHEREAS, it is necessary to authorize the amendment of the 2025 Capital Improvements Budget Ordinance 1790-2025 in order to provide sufficient budget authority for this and future projects; and
WHEREAS, it is necessary to authorize the expenditure of $709,300.00 from the Recreation and Parks Voted Bond Fund 7702; and
WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to modify the existing contracts with Accenture LLP DBA Accenture Infrastructure and Capital Projects, LLC in order to keep the construction work on schedule for completion by August 2027, all for the immediate preservation of the public health, peace, property, safety, and welfare, NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Recreation and Parks Department be and is hereby authorized to modify an existing contract with Accenture Infrastructure and Capital Projects, LLC to provide construction management and inspection services for the Case Road Park Project.
SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.
SECTION 5. That the transfer of $609,300.00 or so much thereof as may be needed, is hereby authorized between projects within the Recreation and Parks Voted Bond Fund 7702 per the account codes in the attachment to this ordinance.
SECTION 6. That the 2025 Capital Improvements Budget Ordinance 1790-2025 is hereby amended as follows in order to provide sufficient budget authority for this ordinance and future projects.

SECTION 7. That for the purpose stated in Section 1, the expenditure of $709,300.00, or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Voted Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachments to this ordinance.
SECTION 8. That for the reasons stated in the preamble hereto, which is made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
