Explanation
Background:
This ordinance authorizes the expenditure of up to $500,000.00 from the Affordable Housing Taxable Bond Fund to the Healthy Neighborhoods Healthy Families Realty Collaborative (HNHF), which is the nonprofit arm of Nationwide Children’s Hospital, home rehabilitation program in the Hilltop community. HNHF will administer an exterior home rehabilitation program on behalf of the Department of Neighborhoods in alignment with the Envision Hilltop community plan.

This program will assist homeowners by providing exterior rehabilitation services that will help to boost neighborhood pride, community reinvestment and responsible homeownership. The funding support will focus on residents at or below 65% AMI.
This support is in accordance with the relevant provisions of City Code Chapter 329 that relate to not-for-profit service contracts. The services included in this agreement cannot be provided by existing city employees because these services are beyond the City’s current responsibility and capacity to provide.
Contract Compliance:
Fiscal Impact: Funding for this agreement is budgeted within the 2024 Capital Improvement Budget within the Affordable Housing Taxable Bond Fund. A transfer of cash and appropriation between projects will be necessary.
Emergency Justification: Emergency action is requested to allow for the immediate execution of this agreement in order to advance community plan implementation and begin construction.

To authorize the Director of the Department Neighborhoods to enter into a non-profit grant agreement with Healthy Neighborhoods Healthy Families (HNHF) Realty Collaborative; to authorize an amendment to the 2024 Capital Improvement Budget; to authorize the transfer of appropriation and cash between departments within the Affordable Housing Taxable Bond Fund; to authorize the expenditure of $500,000.00 from the Affordable Housing Taxable Bond Fund; and to declare an emergency. ($500,000.00)
Body
WHEREAS, the City is supportive of the Hilltop Community and wishes to expand programs and services to better serve the neighborhood; and
WHEREAS, the City commissioned a comprehensive community plan in an effort to revitalize the Hilltop community; and
WHEREAS, it is necessary to amend the 2024 Capital Improvement Budget; and
WHEREAS, it is necessary to transfer cash and appropriation between departments and projects within the Affordable Housing Taxable Bond Fund; and
WHEREAS, it is necessary to authorize an expenditure from the Affordable Housing Taxable Bond Fund; and
WHEREAS, the Department of Neighborhoods desires to enter into a non-profit grant agreement with Healthy Neighborhoods Healthy Families (HNHF) Realty Collaborative to assist homeowners by providing exterior rehabilitation services that will help to boost neighborhood pride, community reinvestment, and responsible homeownership; and to advance the Envision Hilltop Community Plan; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Neighborhoods in that it is immediately necessary to authorize the Director of the Department of Neighborhoods to enter into a nonprofit grant agreement with Healthy Neighborhoods Healthy Families Realty Collaborative (HNHF) and to allow HNHF to expedite construction, thereby preserving the public health, peace, property, safety and welfare; NOW THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Neighborhoods be, and hereby is, authorized to enter into a nonprofit grant agreement with the Healthy Neighborhoods Healthy Families Realty Collaborative (HNHF) to provide homeowner assistance grants to projects developed or sponsored in Hilltop by HNHF for households at or below 65% AMI.
SECTION 2. That the 2024 Capital Improvement Budget authorized by ordinance 1907-2024 be amended as follows:

SECTION 3. That the transfer of appropriation and cash of $500,000.00 or so much thereof as may be needed, is hereby authorized within the Affordable Housing Taxable Bond Fund per the account codes in the attachment to this ordinance.
SECTION 4. That the expenditure of $500,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Affordable Housing Taxable Bond Fund in object class 06 Capital Outlay, per the accounting codes in the attachment to this ordinance.
SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modification associated with this ordinance.
SECTION 7. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.
SECTION 8. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
