Explanation
Background:
This ordinance will enable the Director of Recreation and Parks to accept a grant, enter into an agreement with the Franklin County Department of Jobs and Family Services, and provide for the appropriation of said funds to the Recreation and Parks Grant Fund. Grant funding will be used to hire seasonal part-time staff for the Recreation and Parks Department Parks Maintenance Section. This grant will provide for a 12 week placement of certain individuals, who have been convicted of crimes, into a work re-entry program. Interviews, background checks and drug tests will be conducted for each individual with a thorough review of each record for the appropriateness of placement with safety to the public as the primary concern. Placement will be within the Recreation and Parks Department Parks Maintenance Section and individuals will be accountable to City standards of supervision. Funds will be used for payroll and wages only.
 
Fiscal Impact:
The fiscal impact of this ordinance will be to reduce the Recreation and Parks Grant Fund's unappropriated balance by $76,800.00.

Body
      WHEREAS, The Franklin County Department of Jobs and Family Services has awarded the City of Columbus, Recreation and Parks Department, a grant to hire summer staff as part of a Job and Family Services Employment Program; and
 
      WHEREAS, An emergency exists in that it is immediately necessary to accept said grant and appropriate said funds to facilitate placement of the workers as soon as possible in order for them to complete the twelve (12) week program by September 30th, 2011; and  now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to accept a grant in the amount of $76,800.00 and enter into an agreement with The Franklin County Department of Jobs and Family Services to administer a work re-entry program.
 
      SECTION 2.   That from the unappropriated monies in the Recreation and Parks Grant Fund No. 286, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2011, the sum of $76,800.00 is appropriated to the Recreation and Parks Department, Department No. 51-01, as follows:

      SECTION 3.   That the monies in the foregoing Section 2 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
               
               SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contract modifications associated with this legislation.
 
      SECTION 5.   That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor approves nor vetoes the same
