Title: To authorize the Director of the Department of Development to modify a contract with the Central Ohio Workforce Investment Corporation (COWIC) to extend support of south side outreach and recruitment efforts for COWIC workforce development services; and to declare an emergency.
Explanation
 
BACKGROUND: This legislation authorizes the Director of the Department of Development to modify Contract EL014778 with the Central Ohio Workforce Investment Corporation (COWIC) by extending the contract termination date from April 30, 2014 to June 30, 2015.
 
COWIC supports economic development in Central Ohio by meeting the needs of businesses and jobseekers. Contract EL014778 provides COWIC with up to $100,000 in Jobs Growth Funds to support south side outreach and recruitment efforts for COWIC services, including the Jobs Mobile and assessment of local employer workforce needs. COWIC has developed skills gap training to serve employers and jobseekers for south side residents. As a result of slow recruitment for residents COWIC has requested an extension to the contract end date in order to meet their goals.
 
Emergency action is requested so program activities can be completed without further delay.
 
FISCAL IMPACT: No additional funds are needed for this modification.

Body
 
WHEREAS, the Director of the Department of Development desires to modify Contract EL014778 with the COWIC by extending the contract from April 30, 2014, to June 30, 2015; and
 
WHEREAS, this modification will allow COWIC to complete its goals; and
 
WHEREAS, no additional funds are needed to modify this agreement; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to modify the agreement with COWIC so program activities can be completed without further delay, all for the immediate preservation of the public health, peace, property, safety and welfare; NOW THEREFORE,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
SECTION 1.      That the Director of the Department of Development is hereby authorized to modify Contract EL014778 with the Central Ohio Workforce Investment Corporation (COWIC) by extending the term of the agreement to June 30, 2015.
 
SECTION 2.      That this modification is made pursuant to Section 329.16 of the Columbus City Code.
 
SECTION 3.      That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
